“The Region has ordered the ASL of Brindisi to carry out an inspection on the rehabilitation center of Ceglie Messapica, managed by the San Raffaele Foundation.
The decision concerns numerous inconsistencies that emerged in the summary activity of the entire administrative history, summarized in the same provision that starts the inspection.
“The content of the inspection requests already suggests a variety of problems and a lack of control by the Brindisi ASL, despite the fact that the structure is public.
“The ASL of Brindisi will have to finalize its inspection activity according to the following directives: produce documentation on any public tender with which the service was ultimately entrusted to the Foundation (even if there is no tender); produce the contractual title with which the Foundation is entitled to provide the service; produce a detailed report regarding the levels and quality of the services guaranteed with respect to the codes adopted by the San Raffaele Foundation; produce a detailed report regarding the control activities carried out over the years by the ASL on the structure and on the services provided with particular reference also to the bed utilization rate (as per data certified in Edotto and validated by the UVARP ASL of Brindisi), whose services are remunerated on a daily basis (if the volume of services that can be provided in relation to beds is exceeded, report the failure to purchase said services – code 56 – from other structures in the area); provide, in relation to the liquidation procedures, starting from 2017, a synoptic table distinguished by year and type of service from which the expenditure ceiling, turnover and amount liquidated emerge, certifying regularity and accounting correspondence: clarify the fate of the letter(s) forwarded to the staff serving at the Presidium in question regarding the termination of the employment relationship(s) communicated to the workers; report on the current existence of the minimum and additional organizational requirements envisaged by current legislation regarding the exercise and accreditation of the healthcare activity entrusted to the management of the aforementioned Foundation, also in terms of the employment relationship(s) affected by the and contract termination letter(s); acquire and transmit a copy of the contracts of the staff employed in the structure; acquire and transmit the budgets of the provider Fondazione San Raffaele, from which the cost of personnel actually incurred can be deduced; report on any consultancy to be paid by the ASL; locate the list of goods and technologies provided by the ASL and certified by the Prevention Department.
“To these inspection activities must be added those which are the subject of my request for integration, in particular: criterion for determining the rental cost of the property; value of the property; recognized monthly fee, broken down into individual monthly payments; technologies and furnishings owned by the ASL, indicating the purchase cost and current value; reimbursement rate for services, for each code; consultancy entrusted and paid for by the ASL of Brindisi; evaluation of hospital admissions of patients transferred from San Raffaele; cost of structural works carried out over the years and paid by the ASL.
“Furthermore: in a few weeks the process of internalising the service will have to be concluded, as required by regional law, but at present no act of the procedure has been completed by the ASL Brindisi, despite the fact that these are merely bureaucratic-formal obligations, considering that the staff currently in service will simply have to be integrated into an operational unit of the Perrino hospital or in any case of the ASL of Brindisi.”
