With the councilor’s decree of 14 June, the Sicilian Region took steps to place the Municipality of Modica under commissionership for not having approved the budget forecast for the three-year period 2024/2026 within the legal deadlines.






“With this decree – says Vito D’Antona of the Italian Left – the number of commissioners in the Municipality of Modica rises to three; in fact, since 4 October 2023 the Municipality has been placed under commissionership for not having approved the financial statement for the year 2022 and the budget forecast for the three-year period 2023/2025 within the deadlines. Furthermore, with a circular dated May 10th, the Sicilian Region itself informed the Municipalities that they had not yet approved, by April 30th 2024, the financial statement for the year 2023, and among these there is the Municipality of Modica, which is imminent start of the commissioner procedure. The current situation of the Municipality is that to date none of the four fundamental accounting documents, the terms of which have well expired, appears to have been submitted for approval to the Municipal Council, given that the last one approved, last January with over two years of delay, was the report for the year 2021. For any Municipality, the simultaneous appointment of three commissioners for financial instruments represents a serious matter; even more so for a municipality, such as that of Modica, which is subjected to greater supervision by the Court of Auditors for the achievement of the objectives of the rebalancing plan which has allowed us until now to keep the possibility of bankruptcy at bay. We reiterate once again the need for a change on the part of the municipal administration which takes the financial issue as a priority in its administrative activity”.
