Dogs walking without a muzzle and leash or walking on the beach, fines will increase. To predict it new draft Urban Police Regulations being defined in the council commissions and awaiting approval in the city council. And greater attention for those who do not respect the basic instructions on walking your four-legged friend.

Meanwhile, the municipal police, as part of the intensification of summer checks in city parks, have sanctioned two other guilty dog ​​owners to walk your pet without a leash: the new fines are added to the 2 already fined last week at Pinocchio Park. For now the fine remains 156 euros. But it will soon see an increase. This is provided for in article 28 of the urban police regulation which imposes specific prohibitions.

«In line with the rules that protect and guarantee the protection of animals, it is prohibited» to «harass domestic or stray animals causing damage or suffering; abandon pets; lead dogs or other animals on a leash from any vehicle; lead dogs without a leash; introduce dogs, even if kept on a leash, into appropriately signposted prohibited areas”. Here is the classification of the sanctions corresponding to the violation of the prohibitions.

The new rules

Expected fine of 250 euros with seizure of the dog for those who “carry out begging using puppies that are not in good health or in any case in evident conditions of mistreatment”. A very curious fine is expected which is raised to protection of the dog’s health and well-being. Anyone who keeps a dog and “does not allow physical activity with regular exits from the apartment and/or garage or keeps it locked in a parked car” faces a fine of 100 euros.

Another rule for the protection of four-legged animals is provided for in article 1 point 4 of the regulation which states in the draft that a fine of 100 euros is foreseen for anyone who «keeps a dog in an unsuitable hygienic-sanitary structurenot sized for the dog, does not guarantee shelter from the elements”. The fine for anyone who keeps a dog or other pet “on a chain or other similar instrument” is very high, for which there is a fine of between 300 euros and 2 thousand euros.

Let’s move on to the most common sanction in the capital: failure to collect animal waste which causes image damage on the streets as well as a health and hygiene problem especially in the summer with the heat: anyone who keeps a dog and “does not collect the excrement produced by the animal” will have to pay a fine of 250 euros. Same fine for those who «leads a dog or other animal on a leash from a vehicle». The fine for anyone who “leads a dog without a leash and muzzles it if necessary” is also 250 euros. Who leaves the house without the stool collection kit dog will have to pay 250 euros.

Stop walking on the beach

And then there is the very local fine, in relation to the bad habits of dog owners walking animals on the beaches, too often transformed in summer into spaces for walking: the expected fine is 100 euros. The ban particularly concerns those who “lead pets on urban beaches without a leash and without special equipment for removing excrement”.

But there are still many areas where dogs are walked without a leash. Just think of the Lungomare Trieste and the Lungomare di Torrione. Title five of the current municipal police regulation, now ready to be supplanted by the new regulation, in article 38, letter “c”, clearly indicates the obligation to take dogs for walks on a leash.
