Reactions continue to the approval in the Council of Ministers of the decree law which would sanction the cessation of tax benefits for the areas affected by the earthquake in Abruzzo. Super bonus at risk

Yesterday in the joint appeal of the president of the Abruzzo Region Marco Marsilio and the mayor of L’Aquila Pierluigi Biondi the need to maintain the incentives provided for building bonuses in the areas affected by the 2009 and 2016-17 earthquakes was underlined in order not to compromise the rebirth processes in progress.

“Regarding the previews of the provision launched by the Council of Ministers regarding the cessation of benefits for the so-called ‘enhanced contribution’ for the areas affected by the earthquake – they explain Marsilio and Biondi – we have taken action with Commissioner Castelli and the parliamentarians of the area to avoid the foreseeable blockade of the reconstruction. The use of tax benefits for the restoration of properties damaged by the earthquakes of 2009 and Central Italy is not a privilege for the few, as happened in many cases and with the consequent explosion of public finances, but a necessity without which we could not continue to open construction sites”.

“Since yesterday we have been working with parliamentarians from Abruzzo and other interested regions, in synergy with the Commissioner for Reconstruction Guido Castelli. – we read in the note from FdI senator Guido Liris, following the Council of Ministers which approved the legislative decree introducing urgent measures regarding tax breaks, with consequent limitations on building bonuses – We are working together to prevent the Crater areas from falling under this decree. In this sense, with my colleague Sigismondi, I met the minister Giancarlo Giorgetti to explain our reasons. The Minister proved to be very close to our positions. We are moving to the best of our ability. The appropriate changes will be studied in these hours that separate the Council of Ministers from the publication in the Official Journal. Otherwise we will work to improve the provision in commission, in view of the conversion. We have collected appeals from mayors, accountants, builders and citizens who turn to us asking for explanations. We will continue to do our job. It is clear that there is a State Accounting Office that has seen its accounts significantly breached and it should be underlined that this measure is temporary, while waiting to understand how to better regulate an instrument that is evidently very poorly conceived. However, the earthquake cannot be an integral part of this type of measure and we will continue to work to avoid it.”

While waiting for the publication of the text of the decree, the press reports that exceeding the invoice discount and credit transfer would also affect the properties falling within the 2009 and 2016 seismic craters. If the news were confirmed it would be of imponderable severity in its effects on the reconstruction and on many ongoing construction sites. A mockery on the part of the Government which, after having filled the territory with promises during the electoral campaign, with a coup deprives the owners of the right to have their properties rebuilt within a reasonable time. The silence of the majority parliamentarians who had done their utmost to ensure that the strengthened Superbonus would remain unchanged until 2025 was embarrassing. The Government should stop and immediately take a step back”.

“In recent weeks, we have witnessed the mass descent of government representatives arriving in Abruzzo for the electoral campaign; we have heard promises and commitments. It’s a shame that no one, including Prime Minister and Ministers, felt the need in those days to inform the people of Abruzzo of their intentions regarding the Superbonus, news which, however, was leaked in these hours. Well, the Government’s desire to crack down further on the tools of invoice discounting and credit transfer would also concern the derogatory rules linked to reconstruction works in areas affected by earthquakes. It is for this reason that we ask the President of the Municipal Council Roberto Santangelo, taking advantage of the session of the assize already called for next 8 April, to be able to add to the points already included on the agenda a further one concerning a request for information on the decision of the Government to cancel a fundamental measure, without which the reconstruction processes in the 2009 and 2016 craters risk running aground irremediably. And we ask that the President of the Council of Ministers, Giorgia Meloni, the Minister of Economy and Finance, Giancarlo Giorgetti, and the Extraordinary Commissioner provide all the appropriate explanations to the many citizens, businesses and technicians involved. for the reconstruction, Guido Castelli, invited to participate. It seems like a necessary act to us, considering that, until a few days ago, Abruzzo was at the center of the Government’s agenda and that much emphasis was placed on the executive’s alleged attention to the problems of our territories, within a chain of power that from L’Aquila it reaches Palazzo Chigi passing through the Hemicycle. Now, however, we demand clarity on a measure which, if confirmed, risks bringing families to their knees and putting the rebirth of the earthquake-stricken areas at risk. In the meantime, we announce right now that we will file an agenda to engage the majority and opposition political forces in a mobilization against this unfortunate and cowardly measure.”
