TREVISO – On the one hand the “anti-discomfort planto reduce the impact of the construction site in a delicate area like Piazza Vittoria; on the other, the green light from the Superintendency for the works but with three requirements: protection of the war memorial, control of the effects of the excavation on the listed historic buildings in the area, archaeological assistance during the intervention. At Ca’ Sugana everything is now ready to start the most talked about work in recent months: the underground car park with 400 spaces and three underground floors. The Superintendence also gave a substantial green light to the project, although for the definitive green light there is still one step to be taken: the technical opinion requested to evaluate the possibility of dismantling and moving the monument.

THE RELATIONSHIP

At Ca’ Sugana they have already made it known that all requirements will be scrupulously followed. Monitoring surrounding buildings for cracks or damage and checking groundwater levels are part of theagreement already signed with Parcheggi Italiajust as the presence of a team of archaeologists in charge of monitor any findings which will come to light as the “hole” is dug where the three underground floors will be built. The only point that remains pending is the green light to move the war memorial: Ca’ Sugana asked one to intervene professor at the Iuav, one of the leading experts in Italy in artistic conservation. Some time was lost in this step because it was necessary to create a memorandum of understanding between the Municipality and the university in order to assign the task. It took a few days, but now the bureaucratic part has been sorted out. We just wait for the expert to make her own considerations.

COUNTERMEASURES

While waiting, the Municipality did not sit idle and developed the “Anti-discomfort Plan”. The technicians of Public Works and Carron, the company that will carry out the work, have carried out various inspections around the square. They measured spaces, counted the cars in transit, and evaluated how to set up the construction site. Then they put everything in black and white and a dossier full of precautions to be taken to avoid isolating Piazza Vittoria for two years, as long as the works last, to contain heavy traffic, the amount of noise and dust produced during the excavation. A detailed and already defined plan.

THE TARGET

The aim is twofold: to reduce construction site hassles for residents and to make the commercial activities in the area always accessible. The solution identified provides for a “platform” always accessible to pedestrians along the way viale Cadorna and the side of via degli Scaligeri, that of the shops. The objective is to keep the two streets passable even by car for the entire duration of the construction site. Traffic interruptions, which will be inevitable during the execution of the works, will essentially be concentrated on the Riccati side: the traffic of heavy vehicles used by the work teams will be directed from that part of the square. It will be essential to contain noise. Here the choices made were essentially two: planning the transit of heavy vehicles following the typical scheme for such complex construction sites, therefore access before rush hour and exit in the evening, and instrumental controls for noise pollution. For the dust problem, nebulizers will be used insteadas is being done in recent weeks also on the former Salsa construction site where the new headquarters of the Guardia and Intendenza di Finanza are under construction.
