Teramo. When a special child cannot attend summer camp…

We receive and gladly publish.

The wonderful campus that my son attended last year, unfortunately, was not organized this year. Looking for an alternative that could satisfy me, I evaluated another campus, also in the municipality of Teramo. After speaking with the organizer, I explained my son’s situation: a very high-functioning child on the autism spectrum with high cognitive potential. I specified that he would be followed by his private tutor, paid by me, even during campus.

Furthermore, I specified that my son would bring a packed lunch to avoid allergy problems and that, by my choice, he would only attend for a few hours, despite paying the full fee and not using the meal. Although my son is 5 and a half years old and not the 6 required by the notice, I clarified that the presence of his tutor would overcome this “requirement”.

The organiser, whose details I prefer not to provide at the moment, had initially accepted all these conditions, reassuring me that my son could start whenever he wanted. The start date was set for July 1st, after the end of nursery school.

Unexpectedly, however, he called me half an hour ago to say that, following a “meeting”, they decided that “they are not equipped”. But equip yourself for what? This gentleman has never seen my son and doesn’t even know his name!

According to the law, the Municipality is responsible for supervising and controlling the activity of summer centers for minors pursuant to art. 12 of LR 41/2003. Therefore, I ask the Municipality of Teramo this question: what is the procedure for receiving authorization to organize a campus? How are the requirements assessed, in light of this gentleman’s extemporaneous declarations regarding their alleged disorganization?

This situation highlights a profound injustice: the exclusion of a child from a summer activity based on vague and undocumented reasons. My son, like any other child, has the right to participate in these educational experiences, especially considering that all necessary measures had been put in place to ensure his safety and well-being. Lack of organization should never be an excuse to discriminate against or exclude a child.
