Separate Administrations of Gran Sasso d’Italia against decision reached on Special Zone


L’AQUILA – “The Separate Administrations of the L’Aquila and Teramano sides of the Gran Sasso d’Italia have always reiterated, with decision and firmness, their opposition to the transformation tout court of the Site of Community Interest (SCI) of the Gran Sasso into a Special Conservation (ZSC).

Unfortunately, the Regional Council Resolution n. 953 of 28 December 2023 was published last 29 May in the Official Ordinary Bulletin no. 21/2024, and no longer gives space to all the populations involved and the ASBUC to actively participate in such an important decision, as already done with acts officials for the remodulation of the SIC itself – so in a note the President of Asbuc Assergi and the president of Asbuc Aragno –

The new Regional Council did not take into account the substantial report presented by the City Councilor with Delegation for Mountain Policies Luigi Faccia and a representative of the cultural association for the promotion of the mountains “Mountain Project” to the Head of Secretariat of the Undersecretary of State of the Ministry of the Environment and Energy Security.

The document rebutted DGR 953 point by point and supported the lack of the urgency requirement carried out by the Sector Management, i.e. that of dropping the infringement procedure no. 2015/2163 paid by Italy.

In fact, attached to the document, there is a half-yearly report (2022) from the MASE to the Parliament and the Court of Auditors, having as its object “the Financial Impact of the Italy – EU Litigation 2022” on page. 91, Sheet 7 – Environment, where the infringement procedure no. is reported. 2015/2163. After a detailed description of the situation in the body of the report, it concludes as follows: “Financial impact in the short/medium term – this procedure does not appear to be a harbinger of financial effects”.
The representatives of the mountain and foothill populations involved are truly disappointed by the attitude of all the political forces; To date, there has not been a concrete debate on this very delicate topic.

It would have been desirable for all those newly elected to the Regional Council to declare their opinion, in order to arrive at a proposal, in truth existing since December 2016, of a redefinition of the current boundaries of the SCI-ZSC and SPAs which oppress, to a large extent part, areas that have been anthropized since the beginning of the last century.

It is IMPOSSIBLE that a discussion on such a delicate and important issue for the future of the populations of the internal area of ​​Gran Sasso can be avoided and we hope that the new council will give the appropriate indications on what to do and not hide from it: THE PROBLEM EXISTS This is serious and needs to be addressed IMMEDIATELY.

The intention to challenge the Council’s provision and to oppose this medieval method of imposing decisions, which were also adopted without knowing the consequences, remains firm.
