There roof covering blowninfiltrations, doors And roller shutters malfunctioning, staines And cracks on the walls, elevators that go to intermittency. These are some of the problems that torment us 18 families who live in public housing in via Belli, on the northern outskirts of Pisa. It would be a story common to others in various cities in Italy if it weren’t for the fact that in this case the assignees have received the keys to January 2023 and the move was completed ad April. “And the structural problems of the building and of the relations with thePisan Social Housing Company they revealed themselves immediately” he says Luca Vannozziwho acts as spokesperson for the committee I Passi neighborhood. Born with the idea of cohousing with the “Hope” project, aimed at social inclusion and support for the elderly, the building only hosts over 65s, many of whom have mobility difficulties, present in the public housing rankings.

The three condominiums, built with the European Regional Development Fund of 4.3 million euroswere inaugurated by the mayor of Pisa Michele Contiafter 10 years of work, with the idea of creating housing and social spaces for the elderly, some in the ranking for years. But from the “day of celebration”, as defined by Conti more than a year ago, to today there is no peace yet for the tenants: “After a violent summer rain between June and July 2023 – a few months after delivery – the roof covering suffered a partial lesion and over time it got worse,” we read in a report presented by the Committee. The first operation has been carried out only in December 2023 but it is partial because “according to the workers, since the truck with the basket was unsuitable for going to the rear part of the building it would have risked a bog down”. From that moment on the roof It hasn’t been repaired yet completely, leading to a worsening of the condition and to infiltrations. “In the apartments on the top floor – says Vannozzi – stains, swellings and cracks have appeared for some time”, while “there are people with mobility problems and of the three elevators present only one is working at the moment, the other two they break all the time”. Without also considering the malfunction of doors and fixtures: “The situation of windows and shutters saw both being damaged after a short time. Over time they became completely misaligned, not allowing one ermetic closure of the same. And this allows water and cold air to enter the rooms, making the environment difficult to live in.” Many condominium owners even have difficulty… close also there front door of the house and “of course this exposes them to security risk day and night”.

Vannozzi explains that the tenants they have been reporting repeatedly for a year the situation at the counters of Apes, which is a company participated to 38 percent from the Municipality of Pisa, but “they did not receive concrete answers and often the requests presented have not seen a resolution.” The channels have finally opened after the initiative of the council group A city in common. “From Apes they let us know that they have taken action and accepted the needs of the assignees – explains Vannozzi – and that they will continue to follow the users not only for the necessary registrations and setup of the systems, but above all to help them understand and know how to manage the centralized heat and domestic water systems. In recent months, many meetings have already been held on these topics managed directly by the Management and these discussions will continue until the tenants are fully satisfied”. Ilfattoquotidiano.it contacted the Municipality of Pisa to understand what the situation was in the Passi public housing but the administration did not want to make a statement. “We – he says Giulia Continuelawyer and exponent of Una città in comune – we asked the administration for the documentation relating to testing of accommodation but they never provided it to us. You have to wonder how they are managed public resources because these they are new properties. It is a huge problem if the contracts are not delivered to companies that work correctly, if the materials used are not correct, if the tests are carried out superficially”.
