The Municipality is trying to resolve the issue quickly Cala Materdomini – Seaty Beach, after it was the concession expired to the previous manager. The council, in fact, approved last week (through a resolution) an act of direction which should lead to a new assignment, scrolling through the ranking of the 2021 call.
The quickest solution
This is foreseen by the same public notice from three years ago: as specified in the resolution, it is said that “in the event of forfeiture of the first successful tenderer, we will proceed in favor of the second best offer and, therefore, scroll down the ranking, up to the fifth best offer, excluding the original successful bidder”. All this also adds to the beach season that is now officially open, given that the Region has approved the annual ordinance which “provides that seaside facilities must be open to the public from June 1st to the second Sunday of September (mandatory opening period)”. From here, the input to proceed as quickly as possible and to look for a new subject to whom to entrust the concession and the management Of bar and restaurant area, “subject to confirmation of the offers formulated during participation in the tender, and, consequently, to the subsequent commissioning of the support structures for the use of the sea asset”. Also for this reason, therefore, the act of the municipal governing body mandates the sectors Management of real estate assets and Contracts and Procurement start all procedures necessary.
Failure to pay fees and revocation
The revocation of the previous concessionaire had been decided by the city hall through a management resolution dated May 21st: the decision arrived, we read in the document, after ainterlocution of a few weeksduring which the Municipality had contested not having respondedfor the most part, the expected fee to the Piazza Matteotti institution over the course of these three years (set at 41 thousand euros per year) and of not having paid the Tari shares. The result is that the beach, which is still public, is still usable by the people of Brindisi, even without the services provided for in the original specifications. Even in the absence of a manager, however, Teorema (the company that deals with the urban hygiene service in the city) was given instructions to continue with the cleaning of the beaches. The original Cala Materdomini – Seaty Beach project was the first of those wanted by the last municipal administration to create an equipped public beach on the Brindisi coast. A model that was then replicated in other areas along the coast, from the former Saca beach to that of Torre Testa. Cala Materdomini, therefore, was a sort of case study: in 2021 the decision came to prepare the tender for the concession, with a three-year duration (and the possibility of extending it for another two years) in which it was explained that access to the beach by users must be free and freewhile the concession concerned a refreshment point with attached toilets and a series of appliances.
A troubled history
Furthermore, the concessionaire was required to pay the fee, the Tari and any other tax or contribution required by law, the custody of the goods, supervision and guardianshipthe daily cleaning of the beachgreen areas and municipal structures (with related maintenance), theactivation of an info-point, that of a wi-fi connection service. So, the planning of tourist activities and of a cultural or experiential nature. The beach has had a troubled history right from the start, given that a new beach was born in the first few months dispute between the managers and the Municipality after the former had prepared a list of prices for umbrellas and sunbeds, which was then removed because the institution clarified that the lido is of public usewhile both in 2022 and last year Palazzo di Città organized the removal of unauthorized works. In the months following the inauguration, a launch corridor for sea sports was also activated, separating practitioners from the usual swimmers. However, the spaces reserved for canoes, SUPs and kayaks disappeared last summer. The entire area, among the most evocative of the city so much so as to be one of the main points of attraction between the 50s and 60s, is at the center of a series of interventions for the relaunch but it therefore suffers from some problems that do not allow its full usefrom the problems that arose due to the works at the Alfonsino Castle, closed since last summer, to the lengthening of the time required for the project relating to the renovation of the former Pic-Nic, one of the symbolic premises of the Toasts wich was.
