Ancisi (LpRA): Environmental and social degradation in the park on via Spadolini in Darsena

“Last January, the Lista per Ravenna group of this Council received a report from some residents in the 12-storey skyscraper in via Magazzini Posteriori, accompanied by a photographic reportage, which can be summarized as follows: “In the so-called Nuova Darsena, there is, a few steps from the bus station of Piazzale Aldo Moro, on Viale Spadolini on the corner with Via Magazzini Posteriori, in front of a pub, a green park equipped with facilities, which for about three years has fallen into the worst environmental and social degradation. Not recommended especially at night, being without lighting, it is no longer frequented even during the day by families, children and the elderly, due to the filth, rubbish and physiological expulsions of all kinds and dangerous, broken glass and empty bottles of wine and beer, which lie there for a long time without being cleaned. A place of deafening bivouacs and circulation/consumption of drugs, with syringes left on site at risk of the health and hygiene safety of anyone who passes by innocently, it should also be subjected to surveillance and checks by the police, and in any case constantly kept in order and cleaned”.

Once the end of year holidays were over, the rigors of winter, almost putting so much deterioration in the fridge, advised Lista per Ravenna to re-examine and possibly investigate further and raise the issue as soon as it was brought up again, activating the mayor and the municipal council in this regard.

This happened in mid-June, when an elderly man, living with his family in Viale Spadolini, wrote to the Group itself: “I live on the fourth floor, from where we hear very loud music and are forced to close the windows. I attach the recording of the loud sounds collected with the phone. Already on 22 May 2023 I had reported the same phenomenon to the municipal administration with certified email. Subsequently I also went in person to the Local Police headquarters in nearby Via D’Alaggio. I ask for an appointment with the Command.” The request – transmitted by Lista per Ravenna – was accepted. The meeting took place last Tuesday, with the participation, together with the elderly man, of other local people.

In the meantime, a distribution of notices in the area announced the start of a collection of signatures, already collected from over 60 people, for a petition addressed to the mayor, which asks “giving back to the community” of the aforementioned green area “and therefore save it from unscrupulous exploitation and current degradation”also informing that, “for those who wish, a copy of the PEC sent to the Municipal Authorities and Public Security is available”.

However, given the good weather which is already well underway, it is necessary for the municipal administration to immediately organically address the situation, which is evidently out of control, starting from an organic evaluation of its state which involves the various municipal services responsible for various skills, for example on the management of the park, including its cleaning; on the collection of waste, including dangerous waste, which is thrown away and left on the ground; on commercial or recreational or public entertainment activities that take place in the area; on the actions or measures to be taken with the aim of producing supervision, controls and sanctions aimed at imposing respect for public order and decency, the protection of residents from disorder and noise, etc.

Given the above,

THE MUNICIPAL COUNCIL URGES THE MAYOR AND THE MUNICIPAL COUNCIL

to act urgently to remedy the above reported, according to the indications set out, so that the green park of viale Spadolini on the corner with via Magazzini Posteriori, as well as the surrounding area, are freed from misuse and degradation, to be brought back to civility, public order, security and respect for social coexistence.”
