Local health authority Umbria 1, clarifications on the Madonna Alta Consultancy situation – La Voce del Territorio Umbria

Perugia, 15 June 2024 – Regarding the video of a political nature that has been circulating on social media channels for a few hours where it is clearly seen that the building filmed is the Madonna Alta clinic, the management of the Umbria 1 local health authority specifies that the aforementioned structure, already owned by the Municipality of Perugia and acquired by the health authority in 2017, in recent times it had been the subject of vandalism on the external walls, as well as a bivouac site in the portico in front of the access to the clinic. The entire building (where various services are located including a delivery point, the headquarters of the territorial functional aggregation, the Alzheimer’s day center and a day center for minors with disabilities), as well as having been the subject of evaluation by specialized technicians , is among the activities for which the Local Health Authority has requested funding pursuant to art. 20; pending the financing, to date, only ordinary maintenance is carried out in the external parts.

The situation is different in the internal part where, from last March 24th to May 6th, work was carried out as infiltration points had been created in the ceilings of the Counseling Centre, due to rainwater coming from the terraces serving the Disabled Day Centre. In agreement with the Regional Health Department, the Umbria 1 Local Health Authority carried out a redevelopment intervention which involved: renovating the insulation of the terraces and the rainwater collection and drainage systems; restoration of the damaged parts of the ceilings and walls of the clinic below; whitewashing of the entire structure; restoration of the external walls serving the clinic with removal of all vandalism activities (this part has been protected with temporary arrangements to avoid new vandalism, pending the construction and assembly of the definitive protections); installation of a video surveillance system to dissuade further vandalism.

During the works period, the planned activities were moved to the neighboring clinics (San Marco and Castel del Piano) while instrumental activities were provided within the Obstetric Services in Piazzale Europa. In addition to direct contact with booked patients, all information for unscheduled access was provided through institutional channels and social media in order to avoid creating inconveniences for users.

The reopening of the Service, which took place on May 6th, saw the total resumption of activities (youth counseling screening, visits for pregnancies and for the protection of women and conscious motherhood), including the availability of the clinic to the “MAKA” Association – Center for Anthropological Studies on bodies, genders and genital modifications”, which since 2018 has taken care of women victims of infibulation (open 2 times a month). The Counseling Center historically guarantees access for women from Monday to Friday and from the end of 2023 also the activities of the Youth Counseling Center (activity previously provided in Via XIV Settembre).

The Madonna Alta headquarters is one of the historic Perugino Consultors together with Ponte Felcino, Torgiano, Ponte San Giovanni, Castel del Piano, Ellera, San Marco, all still functioning, and Via nearby while waiting for the construction of the Community House).
