“On 20 March 2024, the Ministry of Labor and Social Policies publishes the notice “DesTEENazione – Desideri in Azione”, expiring first on 31 May and then extended to 14 June 2024. The notice – writes Io x Benevento – is aimed at the Territorial Areas for social services, with the aim of financing projects, presented by the Areas in single or associated form, to carry out actions in multifunctional spaces for adolescents on the national territory through the provision of integrated services aimed at promoting, in boys and girls, experience, autonomy, the ability to act in their own life contexts, participation and social inclusion.
Area B1, with resolution no. 5 of 05/14/2024, mandated the Coordinator to promote a public notice addressed to Third Sector Bodies to collect expressions of interest in order to participate in a co-planning for the development of a project to be nominated for the “DesTEENazione” tender -Desires in Action”. Notice no. 62 RG 644 of 16/05/2024 – continues the association in the note – presented a series of illegitimate elements which Io x Benevento contested by appealing to the TAR and the hearing was set for 20 June 2024. In the meantime, with managerial determination n. 64 of 05/28/2024, signed by Dr. Gennaro Santamaria, the notice of Area B1 was revoked, canceling the procedure relating to co-planning.
A series of in-depth investigations have allowed the IO Santamaria was not registered in the register of the Campania Region, a binding requirement of the regional law of 28 December 2021, n. 31, art, 37, and therefore he cannot exercise the powers, role and functions of coordinator of Area B1.
IO Santamaria as coordinator in 2023, informed all the municipalities belonging to Area B1 and, therefore, also to the lead municipality which is that of Benevento, asking to initiate all procedures to comply with the current legislation.
All this, as of today 11 June 2024, has been practically ignored – continues the note – and Dr. Santamaria continues to exercise illegitimate power, so much so that with the headed paper of Area B1, he sends only a few bodies a request to join to set up a Temporary Association of Purpose (ATS) with the aim of joining a project to be nominated to the “DesTEENazione – Desires in Action” call.
In short, without any mandate approved by Area B1, in fact the only resolution relating to this announcement was n. 5 of 14/05/2024, where however the municipalities belonging to the Area had given a mandate to the coordinator to involve the Third Sector Bodies and none other, Dr. Santamaria continues autonomously with a procedure that asks organizations to join an ATS without a protocol number of the Area, without specifying who will be the leader of the ATS, without clarifying the role of each organization that joins, without specifying who the other bodies that have joined, does not cite any mandate approved by the Area, does not refer to a co-planning initiative, nor does it attach an abstract of the project and above all without any signature, the one reported on the request for membership on the company’s headed paper Scope, is as follows: ATS.
But isn’t all this paradoxical? In this regard, since a public notice has not been published to define methods and rules, to also understand the principle of exclusion and/or inclusion adopted by the Area to involve the entities that intend to join the ATS, IO a membership request and a request for access to documents.
We ask the mayors and/or representatives of the municipalities belonging to Area B1 what they think, why has no provision been adopted to date? Please also process our requests for access to documents within the time limits established by current legislation”, concludes the association.
