Genovese (Civic Pact for Avellino): here is our project

“I hear a lot in this electoral campaign about environmental protection, even from those who have been in government of this city before or since but, evidently, have done nothing concrete on this issue. We at “Patto Civico per Avellino” have the ambition to create the conditions for a real change with respect to air quality, pollution in general and the protection of our ecosystem. A paradigm shift to lay the foundations of a truly green city. In our program, which we have found to have many points of contact with the Legambiente handbook, “Trace”, now fully included in the plan, there is the answer to a series of problems with the planning of Sustainable Mobility and a series of measures to reduce traffic”. Thus the candidate for mayor of the “Civic Pact for Avellino”, Rino Genovese, who intervenes on the topic and clarifies his point of view.

“One of the most important aspects that a municipal administration must take into account – continues Genovese – is undoubtedly the protection of the environment. The ecological transition, however, is not an abstract concept, but a system of actions and behaviors to be practiced. The development of the capital itself is closely linked to a serious change in environmental policies. But we cannot talk about the Environment by thematizing it in a limited context. To actually build a green city, it is first necessary to transform the management of spaces, design a Sustainable Urban Mobility Plan, create new car parks and review the times of all activities, by sector, so that there are no longer oversized vehicle flows for the road network during the so-called rush hours”.

“This is why we need to start from a harmonization of the start-up of the activities of schools, public offices and shops. No to unnecessary overlaps but to the fair and balanced provision of services for those who move in a specific time slot. Furthermore, imagine decentralizing some offices, such as the Court, not for a mere urban planning issue but a functional one, and creating car parks close to the center with agile shuttles, like the new electric or methane Air buses. Then make it possible to use the bicycle with real cycle paths and not tracks without safety criteria. And also make the adjustments that are necessary for the traffic plan.”

“All this in a city whose urbanization logic needs to be profoundly revised with a view to creating connections between villas, parks and equipped gardens and the various neighbourhoods. Where these structures are managed with the support of the community by creating “green collaboration agreements”, “urban gardens”, “dedicated areas for our four-legged friends”. We do not intend to distort Avellino’s vocation by bending it to the achievement of other objectives, as has been done so far. The identity of the city, its conception, its livability are, for us, the real business card for those coming from outside. Therefore, let’s start with redevelopment projects in all the districts, remediation of asbestos from the former Isochimica and demolition of the prefabricated buildings that still contain it, to be replaced with new buildings whose construction will have to be followed step by step, because public housing must not be an enclosure for less wealthy families. Use of the tunnel, now finished but no one knows why it is still closed, and divestment of that obnoxious thing called light rail, as soon as the time constraints linked to the European funding received by the Municipality cease.”

“Here, in short, is how I imagine the Avellino of the future – concludes Genovese – designed and built for its citizens and not for other hidden purposes. Our government plan is a pact with the people of Avellino, a pact with ourselves, to give our children the chance to be protagonists in a city that fully satisfies their ambitions and offers satisfactory standards of liveability”.
