Brescia, record collections for fines (behind only Milan): 12.4 million euros

Milan, Brescia and Bergamo are the provincial capitals of Lombardy which, in 2023, collected the greatest proceeds from fines and sanctions against private individuals for violations of the Highway Code; the data emerges from the analysis carried out by Facile.it on Siope data, the information system of the operations of public bodies, which also
highlighted how the three municipalities have collected, respectively, more than 147 million, 12.4 million and 7.5 million euros. In total, in 2023, the municipalities
the Lombardy capital have grossed over 193.7 million euros. If, as mentioned, Milan (also first at a national level), Brescia and Bergamo occupy the top places in the ranking, continuing to scroll the
in the Lombardy ranking are Pavia (6.3 million), Como (5.4 million), Mantua (3.5 million) and Monza (3.4 million). Followed by Varese (2.8 million), Cremona (2.2 million) and Lecco (1.7 million).

The municipalities of Sondrio and Lodi close the ranking, having collected, respectively, more than 652 thousand and more than 490 thousand. Facile.it has also calculated the value of `per capita fine’ (as the ratio between the revenues recorded in Siope and the number of resident inhabitants) although, it should be specified that not all fines are inflicted on resident motorists and, indeed, in some tourist and commuter areas contribute significantly to the overall figure. The analysis shows that the new ranking changes slightly even if Milan is once again in first place, with a per capita fine of 108 euros. Followed by Pavia (90 euros), Mantua (73 euros), Como (65 euros), Brescia and Bergamo, both with a fine of 63 euros. Continuing to scroll down the ranking, Lecco and Varese are positioned (36 euros), and – very close to each other – Cremona (32 euros) and Sondrio (31 euros). The municipalities of Monza (28 euros) and, once again, Lodi close the ranking, with a per capita fine of just 11 euros.

Limiting the analysis to Lombardy municipalities with fewer than 4,000 residents,
in first place is Buguggiate, in the province of Varese, which has 3,089
inhabitants and, in 2023, collected almost 2.5 million euros in traffic fines.
They follow on the podium, a short distance between them, Vellezzo Bellini (Pv) who, a
front of 3,398 inhabitants, in 2023 it collected more than 986 thousand euros in fines, and Bellagio (Co) (3,573 inhabitants, almost 899 thousand euros). For the fourth and fifth place in the ranking we return to the province of Pavia: Tromello (3,630 inhabitants, more than 875 thousand euros in fines) and Bressana Bottarone (3,463 inhabitants, over 655 thousand euros).
