The Liguria Region has established that the compensation for participation in summer orientation internships, which involve hundreds of students, must be paid by companies or promoters.
The resolution approved yesterday by the Regional Council, upon proposal by the Labor Councilor Augusto Sartori, modifies article 9 of regional law 466/2018 regarding summer orientation internships. This measure involves:
- adolescents between 16 and 18 years old;
- adolescents under 16 years of age, if enrolled in the third school year;
- young people between the ages of 18 and 25 regularly enrolled in a cycle of studies of all levels;
- young EU and non-EU foreigners resident and/or domiciled in Italy.
These internships must be carried out during the summer break, between the day following the end of the lessons of the school or academic year and the day before the start of the lessons of the following year.
This modification confirms the terms of the current regulation, according to which the specific function of the summer orientation internship involves the payment of a flat-rate participation allowance. In this way, the payment of this compensation – which must not be in any way commensurate or related to the activity carried out – constitutes an obligation and no longer an option.
A fundamental way of working in a region like Liguria with a very strong tourist sector, where every year hundreds of young people carry out one or more summer internships to approach the world of work.
«We have decided to change the law»explains councilor Sartori, «because in recent years we have witnessed a distorted and in any case improper use of the institution: furthermore the recent regulatory and jurisprudential orientations, including supranational ones, while underlining the essential role of internships in the transition of young people from education or professional training to the job market , consider the right to remuneration an optimal condition for access to high-quality internships”.
