A single headquarters for all the subsidiaries or municipal companies of the Municipality of Pescara, from Ambiente Spa to Pescara Multiservice, located in the Villa del Fuoco district. It is the project being examined by the Abruzzo Region, with the president of the regional council Lorenzo Sospiri, and the municipal administration, who are studying the possible acquisition or expropriation of the Clerico Palaces by changing their intended use, from homes to public offices. «The hypothesis, which is starting to take shape, would also allow us to put an end to years of degradation of a city area which today, after the demolition of the Horseshoe, is finally starting to breathe again and above all to change face”. This was announced by the Councilor for Urban Planning and the Environment Isabella Del Trecco during a meeting, which took place in the neighborhood in the presence, among others, of President Sospiri and Mayor Carlo Masci.

«The affair of the Palazzi Clerico has been going on for forty years now with unimaginable judicial consequences», recalled councilor Del Trecco. «The two promoters of the building initiative, the Clerico brothers, are no longer with us, and our municipal administration has for years opened a dialogue with the heirs, children and grandchildren who have taken matters into their own hands. In reality, until a few months ago we were close to the sale of the skeletons for which the demolition and subsequent reconstruction of a social housing project, with services for citizens, had been planned. Unfortunately, an unforeseen family situation for the owners caused the sale to fail, not allowing the notary to close the sale and now that the family problem has been resolved, potential buyers no longer have any interest in proceeding, perhaps also due to a financing problem. And we have returned to point zero, or rather to a situation of absolute unsustainability: the Clerico Palaces are occupied day and night by homeless and desperate people who live camped out in an immense landfill to the detriment of the dozens of respectable families who have the fate of living next to those skeletons, witnessing an unbearable coming and going of every kind of humanity, women and men doing their business in the open air, indifferent to the presence or absence of children at the windows, effectively forcing all the citizens of the area to live barricaded in their homes with the shutters lowered so as not to witness what is happening outside.” According to what was reported by councilor Del Trecco, after months of negotiations and after asking the property to protect the two skeletons with an adequate fence, the municipal administration itself intervened by identifying a company which was entrusted with the task of fencing the entire complex with a project that would have made it impossible to penetrate private property, and then be compensated for the expense incurred.

“Unfortunately, in this case too the owners appealed to the TAR, which effectively imposed the suspension of the works,” added Del Trecco. «The Administration is examining the issue with its legal office and it seems clear that the suspension is not in reality a peremptory impediment to the continuation of the fencing works, which are above all for the protection of all the residents of the neighborhood. Without forgetting that preventing desperate people from entering and spending the night in the area is the administration’s duty both for a problem of public order and for the protection of public health.” Meanwhile, an inspection of the area was carried out with President Sospiri and from the verification a proposal emerged which, according to the councillor, appears feasible and feasible at present, namely the acquisition by the municipality of the entire complex and convert its destination, i.e. create in the Clerico buildings the unified headquarters of all the investee companies of the municipality of Pescara, such as Adriatica Diritti, Ambiente Spa, Pescara Multiservice and Pescara Energia, which today are disintegrated across the territory.

«The complex would be well suited as a Services Building», underlined Del Trecco, «having adequate spaces, both inside and outside in terms of parking, intended for both staff and users. A concrete advantage would be created for users who would find all the necessary offices in a single structure and above all we would locate a public service of extraordinary value in the Villa del Fuoco district, which is part of the overall redevelopment plan of the district”.
