Liguria. The Fnp Cisl Liguria, the federation of CISL pensioners, raises the alarm on healthcare waiting lists and asks the application also in Liguria of a legislative decree which provides for the right to private visits in the event of excessively long waiting lists.

“Article 3 paragraph 13 of the legislative decree of 29 April 1998 number 124 speaks clearly – explains the Fnp Cisl Liguria regional secretariat – if the maximum waiting times exceed the established ones it is possible to request to carry out the service under the intramoenia regime by paying only the ticket. Any exemption from the payment of the ticket entails the free provision of the service which remains entirely the responsibility of the National Health Service. The chronic problem of waiting lists has been reported by our federation for years. The right to health is enshrined in our Constitution.”

The union denounces that today, more and more often, there are those who choose not to receive treatment due to the excessively high costs of visits and medical services or the interminable waiting lists: “A new practice adopted by the local health authorities is that of the so-called blocked lists or closed agendas which do not provide available data and even postpone performance to the following year. Also in this case it is a practice prohibited by law as established in N 266/2005, Financial Law 2006 art. 1 paragraph 282 et seq., which establishes the right to avail of the intramoenia service. Today each visit or diagnostic test must respect the times indicated by the doctor in the medical prescription with the following priority classes: U (Urgent) to be carried out as quickly as possible and, in any case, within 72 hours; B (Short) to be performed within 10 days; D (Deferrable) to be carried out within 30 days for visits or 60 days for diagnostic tests; and P (Scheduled) to be carried out within 120 days”.
