Emilia’s College of Building Contractors: “The Decree approved yesterday creates confusion and destabilizes an entire sector”

“The sudden approval of the law decree on the Superbonus represents an act of government irresponsibility and determines, for the construction sector, a chaotic regulatory scenario as well as in conflict with the rules established in the Procurement Code and in the Emergencies Law”. They are the words, full of frustration and anger, of Claudio Candini, president of the College of Building Entrepreneurs of Emilia, in the aftermath of what appears to be a real blitz carried out without having initiated any type of discussion with the interested parties.

For the umpteenth time, the construction sector risks suffering very serious negative consequences due to an incorrect overall approach and choices that increase uncertainty on the part of those who lead the country. Operating predominantly through emergency decrees demonstrates a serious lack of attention to the long-term consequences on the construction sector and, more generally, on the economy. This practice prevents effective planning and puts the sustainability of the entrepreneurial activity and ongoing projects at risk, violating the principles of good administration.

“Continuous and sudden regulatory changes have destabilizing consequences on construction companies and have a deterrent effect on the desire to invest, because it undermines the confidence of entrepreneurs – continues Candini – compromising the long-term planning of activities, in violation of the principles of legal certainty and the protection of freedom of enterprise.”

All this is added, underlines the Emilia Entrepreneurs’ College, to the recent introduction of complex and unclear regulations, such as the credit licence, which has further aggravated the bureaucratic tasks that fall on businesses without bringing tangible benefits to the quality of the interventions and the job security. If we want the good of companies that operate in a serious and correct manner, it is necessary to implement a radical change in the Government’s decision-making process which includes preventive and real consultation with interested parties, in accordance with the principles of subsidiarity and collaboration between public and private bodies. With specific reference to the areas of the Modena area affected by the earthquake, the president of the College of Building Entrepreneurs of Emilia concludes by underlining the importance of protecting the investments and efforts already made in the post-earthquake reconstruction sector in the Modena area. “Regulatory uncertainty – I repeat – undermines investor confidence and puts the implementation of important reconstruction projects at risk, violating the principles of solidarity and territorial cohesion. The urgent request is for a constructive dialogue and a concrete commitment on the part of the Government to guarantee the stability and growth of the construction sector also in the Modena area, in line with the objectives of sustainable development and social inclusion”.
