In Umbria there is an army of illegal workers, which numbers 41,700 employed in the underground economy in the region, with an irregularity rate of 11.4 percent: it means that one worker in ten does not have a regular contract. A figure that places our region in second place in Italy.
Worst data of all the regions of Central and Northern Italy and above the Italian average.

The phenomenon hits some sectors harder, such as agri-food, transport, construction, logistics and healthcare services. To a large extent, those who pay the price are foreign citizens who are irregularly present in Italy, but there is also an increasing number of Italians forced out of necessity to adapt to the illicit demands of the underground market.

The irregular economy in Umbria is worth almost a billion euros a year and, as mentioned, involves over 40 thousand workers.
Seasonality and often isolated workplaces favor exploitation in the fields. Obviously, the most vulnerable end up in the net: first and foremost, people in poverty, women and migrants.
