Facilitated assignments for the collection of solid urban waste in the Foggia area: hypothesized fiscal damage of over 5 million euros in 54 municipalities of the Capitanata area. The Economic-Financial Police Unit of the Guardia di Finanza of Foggia examined the procedures for awarding local public waste collection and disposal services in 54 local public bodies.

Particular attention was paid to the contributions recognized and provided by the national Corepla supply chain consortium as part of the framework agreement for the recycling of plastic packaging. The analysis of the administrative documents made it possible to identify various hypotheses of treasury damage, quantified overall at 5,154,130 eurosresulting from the failure to adopt competitive procedures in the awarding of services and from the failure to receive contributions from local authorities.

From the analysis of the procedures adopted, several critical issues emerged: direct assignment of services through contingent and urgent extensions instead of competitive procedures for choosing the contractor; use of sub-threshold assignments without respecting the principles of free competition, non-splitting of contracts and obligation to rotate contractors; and in-house assignments without demonstrating an economic advantage for the institution.

At the end of the investigations, 60 technical managers from the 54 municipalities inspected were reported to the Regional Prosecutor’s Office of the Court of Auditors at the Jurisdictional Section for Puglia.
