The Terni city council approved in this morning’s session the new regulation for the diffusion of music in clubs.

Two amendments proposed by the Democratic Party were approved which extend the possibility of using sound devices, radios, CD players and jukeboxes from midnight to 1am: indoors from 9am to 3pm and from 5pm to 1am, and outdoors from 5pm to 24. On Fridays and Saturdays, outdoor hours extend until 1am.

For small musical shows in non-dedicated facilities, which include piano bars, music mixed by DJs and karaoke, the rules are similar: no entrance fees, no increase in costs of drinks and no advertising separate from the main activity. Times for these events are 5pm to 1am indoors, and 6pm to midnight outdoors, extending to 9pm on Fridays and Saturdays.

For events such as concerts, shows, popular festivals, festivals and various types of events, authorization is required and must be requested at least 30 days before the event. Times for these events vary: indoors until 1am, outdoors until midnight, extending until 1am on Fridays and Saturdays.
In indoor venues, opening hours extend until 5 the following morning on days before holidays, and until 3 on other days. Outdoors, events can last until 4am on Fridays and Saturdays, and until 2am on other days.

An amendment from the Democratic Party was rejected by the Chamber which aimed to make the sanctions for transgressors more lenient, in particular the one which also provides for the closure of the premises.

Fines for violations of the regulation range from 80 to 480 euros. In the event of a repeat offense, the administration may order the closure of the public establishment on the first available weekend and, in extreme cases, revoke the administrative authorisations.

The regulation was approved with 18 votes in favor and 10 abstentions.

It remains in force until September 30th (from June 1st).

“The administration believes it is right that there is an adequate balance between the functions of the various categories and the interests of the residents by defining the permitted times and providing for a specific supervisory activity of the managers on the behavior of the patrons and therefore providing this administration with specific regulations that it must be accompanied by a sanctioning framework also through the introduction of additional sanctions for repeated non-compliance”, trade councilor Stefania Renzi said in the chamber.
