This text contains an attempt to analyze the European vote referring to the Municipality of Savona.

The objective was to verify empirically and with the sole intention of indicating a trend line the maintenance or increase of consensus around the administration elected in October 2021 and therefore the comparison reference is that of that election developed in the two rounds held on 3 and 10 October 2021.

Obviously in developing a political evaluation it is necessary to take into account the absolute diversity in the type of election: one intended for a monocratic election (therefore with the “candidate” factor) and the other of competition between lists on a proportional basis.

Let’s start with the voter turnout data: in 2021 there were 25,049 valid votes in the first round (50.44% out of 49,658 eligible voters) and 22,302 in the second round (44.91%). European elections 2024: 23,624 valid votes out of 48,286 eligible voters (48.83%). Always keeping in mind the warning that there is a difference between direct elections to a monocratic office and elections on lists on a proportional basis.

These are the percentages of valid votes cast in the neighborhoods in 2024

Zinola 55.91; Villetta Valloria 52.82%; Santa Rita 52.51%; Legino 51.23%, Fornaci 51.03%; Center 48.36%, Oltreletimbro 48.22%, Piazzale Moroni 45.50%, Villapiana 44.36%, Lavagnola – Santuario 42.89.

Percentages of valid votes cast in 2021 (ballot) in the districts: Legino 49.21%, Santa Rita 48.87%, Zinola 47.84%, City Center 47.46%, Oltreletimbro 45.76%, Villetta Valloria 44.35%, Piazzale Moroni 42.94%, Villapiana 42.01%, Lavagnola 41.83%, Fornaci 37.96%

VOTE ANALYSIS- From the point of view of the analysis, the composition of the coalitions for 2021 was kept constant in the voting report: on the one hand, the coalition that supported Marco Russo with PD, Centrists, Left (including the Peace Earth Dignity list) and the Pact which obviously had no representation at the European elections; on the other the classic center right (Lega, FI, FdI) also in this case purified from civic lists (in reality the list of Toti has in the meantime merged into the Moderates in turn presented themselves under the symbol of Forza Italia), M5S out of coalitions.

In 2021 the main mayoral candidates obtained these results: in the first round Russian 11,971 e Schirru 9,346; in the second round Russo 13,883, Schirru 8,419.

Coalitions: in 2021 (obviously first round) coalition Russian 11,323 (PD 4764, Pact 2794, Left 1,571, Reformists 2,194) coalition Schirru 9,881 (Lega 2444, Fdi 1634, Forza Italia 409, Civica Schirru 1410, Toti 3,113). M5S 2.160

2024: Coalition Russian 12,075 (PD 7275 first party – confluence Pact sum 2021- 7558; Greens Left 2224 Peace, Land and Dignity 848; United States of Europe 953, Action 775-sum reformists 1728: we note (and are also confirmed with respect to the 2022 policies) a confluence between PD – Pact and doubling on the left with 2 Green Left lists plus 653 compared to Sinistra Per Savona plus 848 votes for the Pace, Terra, Dignità list supported by Rifondazione Comunista which in 2021 was present in the Sinistra Per Savona list).

Center right: 8640 (Brothers of Italy 5253 League 1751 Forza Italia and Moderates 1636)

5 Star Movement: 2598 (2021 mayoral candidate 2448 lists 2160) result in contrast to the national figure.

The data of M5S it would seem (barring more accurate analyses) to exclude a transfer of votes from the Movement to the forces of the coalition gathered around the candidacy Russian in 2021; instead, there is an interchange (outgoing) for the centre-right coalition.

Subdivision of the vote on the territory of total hegemony of the (hypothetical/possible) confirmation of the coalition of Marco Russo.

Citizen media: coalition Russian 51.1% (of the total valid votes) centre-right 36.57% M5S 10.99%. Others 1.34.

The percentages of the total number of those entitled to vote: abstention 51.17%, coalition Russian 25.00, center right 17.89, M5S 5.38, others 0.06.

The vote in the European elections for the forces that were part of the coalition in support of the candidacy of Marco Russo: 25% of the total number of those entitled represents a very significant percentage, almost a “unicum” on a national level (remember that with regard to the same parameter, Fdi and PD are respectively between 13% and 11%).

The stability of the coalition and the application of the project should represent an absolute priority for the administration and the political forces: on this basis, more than two years after the municipal election, the possible bases are highlighted not only for a confirmation but for the opening of a real political-administrative cycle which could represent (beyond the chatter about the “Savona model) a point of reference well beyond our city limits: starting from the next elections both for the provincial council (second degree ) and of the president and the regional council (regardless of current judicial matters). A point on which to reflect and open a discussion also with the political forces making up the coalition itself, taking into account the value of “non-party” subjects (Pact for Savona and “Red is not black”).

Taking into account the information already provided, this is the vote in the various city districts at coalition level (percentages of the total valid votes):

2/HOLIDAYS IN THE MOUNTAINS AND AT THE SPA FOR THE OVER 65 AFTER 12 YEARS THE MUNICIPALITY RESTORES THE INITIATIVE
APPLICATIONS TO PARTICIPATE WILL BE STARTED FROM JUNE 13TH.
PRESS RELEASE – The proposals are Andalo or Boario. The initiative has been missing in Savona since 2012. The Travel Councilor: “The aim is to offer an opportunity for leisure and create new contacts for the physical and mental well-being of the less young.”
As part of the interventions and services in favor of the elderly, the Department of Welfare and the Community, in collaboration with the Social Promotion Service, has planned mountain and spa stays for residents in the Municipality of Savona who
are aged at least 65 years.
“We are very happy – is the comment of the Welfare Councilor Riccardo Viaggi – because we have finally managed to reactivate this beautiful initiative that has been missing in Savona since 2012. The aim is to offer an opportunity to unwind and create new social contacts with the aim of combating isolation and promoting the maintenance of conditions of physical and mental well-being among those from Savona over 65″.
The stays, lasting fifteen days, are scheduled from 1 to 15 September 2024 in Andalo (Trento) and from 15 to 29 September 2024 at the Terme di Boario (Brescia). In addition to accommodation in a 3-star hotel, the participation fee includes coach travel
reserved, entertainment and tourist assistance. The organization is entrusted to a duly authorized agency.
The application for participation can be submitted from 13 to 28 June 2024, by appointment, in the offices of the Social Promotion Service in via Quarda Inferiore n. 4. Admission to the stay will take place on the basis of the criteria established by the Administration and the fees
participation will be identified on the basis of the corresponding band of the ISEE certificate. The stays will only take place when the minimum quota of participants is reached (30 for Andalo and 25 for Boario).
