Amaco and Tpl in Cosenza: the uncertain future of local public transport

Next week, during the meeting in the Region between administrators of the Occhiuto government and confederal unions, the future of Amaco and the management of Local Public Transport (TPL) in Cosenza, currently in a phase of transition and uncertainty, will be discussed.

The extension of Amaco’s management of the TPL expires at the end of September, leaving many open questions about how the situation will evolve. Since the insolvency practitioner Ferdinando Caldiero was appointed, the only significant progress has been the payment of current dues to over 120 employees. However, the second level decentralized contract, which includes the additional benefits, was suspended by the judge, leaving part of the salary unpaid.

One point of contention is the question of the kilometers used by the Amaco. The Calabria Region claims that these kilometers do not belong to Amaco, while Caldiero believes that they could be sold or rented as a business unit. The May deadline for the liquidation plan, necessary for the publication of a sale or rental notice, was not met, but renting the business unit remains a preferable solution. In particular, the Rocco Carlomagno Bus Consortium has already expressed interest in the rental.

If this option were to be chosen, the problem would remain of the 11 auxiliary service workers currently employed by Amaco, who would require a new placement, unlike the other 110 employees who would move to a new private employer.

The Calabria Region, however, does not intend to sell the TPL service, believing that it already belongs to them. Caldiero, based on the fact that the kilometers were entrusted to Amaco, believes he can dispose of them until proven otherwise. The publication of the notice by Caldiero could therefore conflict with the position of the Region, leading to possible legal implications.

Caldiero, as an emissary of the Court, will act with caution and according to the rules, avoiding missteps. If he proceeds with the sale or rental of the business unit, he will do so in compliance with current regulations.

The workers and most of the unions hope for a decisive intervention from the Calabria Region. They hope that the kilometers will be attributed to Cometra, a public company, thus ensuring greater stability and continuity of service.
