The ten municipalities of Varesotto with a mayor (almost certain) already on Sunday evening

In the province of Varese there are 10 municipalities where there is only one list in the running. The biggest one is Casciago (3588 inhabitants) where he was running for re-election Mirko Retothe smallest Tronzano Lake Maggiore (233 inhabitants) where it recurred Antonio Palmieri. In the middle we find Caravate (2540 inhabitants) which saw only the mayor as a candidate Nicola Tardugno; Port Valtravaglia (2300 inhabitants) where the mayor reappeared Ermes Colombaroli; Cuvio (1630 inhabitants) where the current deputy mayor was running Luciano Maggi; Lozza (1230 inhabitants) where the councilor was running Matteo Acchini; Ranco (1280 inhabitants) where he was running Federico Brovelli, Brusimpiano (1200 inhabitants) which saw the current mayor as candidate for mayor Fabio Zucconelli; Azzio (780 inhabitants) where the only candidate was Davide Vincenti who is seeking a third term; Crosio della Valle (600 inhabitants) which he saw as a candidate Marco Bortolussi for his second term.

ELECTION RESULTS

The fundamental data for the election of the mayor and city councilors is that of voter turnout. This is the situation at 7pm. A singular aspect is that all ten municipalities will have male mayors.

AZZIO – Davide Vincenti

“We are happy to have abundantly reached the quorum – he states Davide Vincenti – among other things there are still many people who are going to vote. As always, the Azziesi proved to be mature and conscientious. Tomorrow we will see the counting to reach 50 percent.”

BRUSIMPIANO – Fabio Zucconelli

Quorum exceeded around 5pm in Brusimpiano, where mayor Fabio Zucconelli is reconfirmed, in his third term. “Obviously we have to wait for tomorrow’s count for the official count, but I am very satisfied”.

CARAVATE – Nicola Tardugno

“At 7pm we are at 49% turnout, but let’s move on: I still have to vote and I hope many will do so anyway”.

CASCIAGO – Mirko Reto

He’s radiant Mirko Reto, outgoing mayor of Casciago and candidate with the Casciago civic list in the lead in the largest municipality in the province of Varese at the polls with only one list in the running. The quorum of 40% was widely exceeded at 7pm on Sunday 9 June, reaching almost 60% (an increasing figure) of those entitled to vote: «There was a great participation, I am very happy and proud of my fellow citizens and my squad. We’ll wait until tomorrow for the official announcement, but we can say that civic sense has prevailed over any attempt at obstruction.”

CROSIO DELLA VALLE – Marco Bortolussi

“We had already reached 40 percent excluding Aire already at 1pm. The first requirement is exceeded. We hope that 50 percent of those who voted cast a valid vote, but I am confident.”

LOZZA – Matteo Acchini

“I’m really happy. First of all for the voter turnout data. It means that my fellow citizens are attentive and involved. As for the rest, we’ll wait until tomorrow to find out the official data. But I’m really very satisfied.”

PORTO VALTRAVAGLIA – Ermes Colombaroli

“I am happy that my community supported and voted for me. I sincerely thank all those who have appreciated the work carried out in these five years, including investments and projects. This election made me understand that there are many people who love me and believe in me, and for this I can only be grateful. I’m just a little disappointed not to have an opposition, an essential element for administering in a democratic way.”

TRONZANO LAKE MAGGIORE – Antonio Palmieri

In Tronzano Lago Maggiore, twelve hours were enough from the opening of the polls (the turnout was 45.70% at 12pm and 65.59% at 7pm) for the now probable reconfirmation of Antonio Palmieri, visibly happy with the result: “I am grateful for the support of my fellow citizens, also because in a small town like ours, reaching a quorum is never a given. Many people are still going to vote and many others have also come from abroad to do so. The response from our community has been significant and fills me with satisfaction. Now, we wait for tomorrow for the results to be made official, ready to collaborate with the future administrators of the neighboring municipalities to discuss and work together for our territory. I’m ready to continue”

WHAT THE LAW SAYS FOR THESE SITUATIONS

Law 84 of 30 June 2022 – issued by the then Draghi government, and which converted the legislative decree of 4 May – speaks clearly, establishing that all the councilor candidates included in the only admitted list are elected and the mayoral candidate connected only if the list itself “has reported a number of valid votes of not less than 50 percent of voters and the number of voters has not been less than 40 percent of voters registered in the electoral lists of the municipality”.

In clear: more than 40 percent of those entitled to vote must vote – without taking into account those registered in the Registry of Italians residing abroad -, and the candidate for mayor must get at least 50 percent of the votes plus one.

The long shadow, otherwise, is that of the municipal administration. In this case, in fact, the election is void and, therefore – we read on the Ministry of the Interior website -, “the prefect of the province appoints a prefectural commissioner for the provisional administration of the municipal body”.

Rule in hand – that is, article 141 of Legislative Decree 267 of August 2000, included in the Consolidated Law on the organization of local authorities, the so-called “Tuel” -, the commissioner “has the task of administering the institution until the election of the new council and the new mayor”vote “to be held in the first eligible electoral round provided for by law”. And, generally we talk about the “ordinary shift” or in spring. So, in a year. The commissioner exercises the powers conferred on him with the appointment decree and brings together “all powers of the municipal bodies“, then those of “mayor, council and council”. In the provisions of the Ministry of the Interior we read that “by virtue of these powers he can carry out any act, both ordinary and extraordinary administration” although “not having to respond to voters, it is difficult to make decisions of strategic importance”.
