Bologna, risk of expropriations for the paths on the hills: «It won’t happen, we will talk»

«Although I am a student of Umberto Eco, and therefore I know very well that there can be multiple interpretations of a written text, I also know that they are not infinite, so I feel I can reassure the owners of the houses on the hills regarding the fact that Not we are thinking of doing expropriate». Lorenzo Ciprianipresident of the Porto-Zaragoza district, responds to the alarm raised by ComiColli following the agenda on the expansion of trail network of hilly parks. In the recent agenda in question, the neighborhood council asked the council to «ensure the full implementation of the path network already identified, further specified in the Green Footprint project, initiating the necessary negotiations with private individuals to arrive at solutions that are as shared as possible and declaring such works to be of public interest”. The committee of residents of hilly areas interprets it as «yet another attempt more or less disguised as carrying out expropriations”, among other things, he claims, “not for reasons of public interest but essentially for fun”.

Roads not suitable for pedestrians

The Porto-Zaragoza district and the Municipality of Bologna let it be known that, for this type of project, the method is and remains that of sharing with the private entities involved. «The neighborhood’s act does nothing – continues Cipriani – other than following up on the Green Footprint project, the flagship project of the Lepore administration and on what is found in the plan of mandate and that is the restoration of the pedestrian paths which are currently interrupted and which are instead requested by those who want to experience the hill. The underlying concept, in fact, is that the hill belongs to the Bolognese and to make it safer it is necessary that i walkways they are guaranteed without putting people’s health at risk.” The current hilly roads, and not just those of Porto-Zaragoza, are almost never pedestrian-friendly. «Unfortunately, and on this issue I agree with what the ComiColli committee writes, there are situations in which the high speed of cars and the absence of sidewalks pose risks for those walking on the street».

The goal of connecting three parks

If the goal is to «connect the big three urban parks that insist on our neighborhood, that is, those of Villa delle Rose, Villa Spada and Pellegrino”, concludes Cipriani, “this path absolutely passes through the interlocution with whoever is the owner because we want to guarantee that the hill can be used by avoiding passage on the street especially where this is not safe.” The group leader of the League of Bologna also spoke on the topic Matteo Di Benedetto: «The agenda approved by the left in the Porto-Zaragoza district, which talks about the creation of paths and considering pieces of private property as areas of “public utility”, hides a risk of expropriations of private areas. Private property must be protected, it is not civil that one can lead to expropriations for recreational reasons.”
