New round for the Prefecture of Parma, which has long been engaged in the search for spaces in which to welcome migrants arriving in the area.
A practice that is not easy and has often proved fruitless also due to the difficulty shown by most municipalities in making properties available and by associations in operating on the basis of the assignment specifications.

The new public notice – explains the Prefecture – intends to strengthen the now saturated CAS circuit by a number equal to 250 places, capable of accommodating people present in the temporary reception centers still active (in view of their closure) and guests supernumeraries currently present in the CAS network, as well as to also deal with any future assignments of further quotas of migrants.
The request is addressed to economic operators and private social entities, to whom the reception services for asylum seekers and international protection can be entrusted.
“Following the continuous, incessant assignments of asylum seekers by the Ministry of the Interior, during the year 2023, given the total exhaustion of the places available in the reception facilities that are part of the CAS network, despite the activation of the increase options pursuant to Article 106 of Legislative Decree 50/2016, effectively nullified by the extreme difficulty of finding new structures on the market, it was necessary to authorize the managers to increase – albeit on an exceptional and transitory basis – the positions of each structure, beyond the contractually foreseen receptivity limits, pending the experiment of further attempts to find structures in the provincial territory, which also proved unsuccessful, despite the various tender procedures launched”, recalls the Prefecture.
In this context, the opening of temporary reception facilities (Cornocchio and Martorano) was started from July 2023, as provided for by Legislative Decree 20/2023.
The reception period indicated by the public notice is until November 30th and, in any case, for the time strictly necessary for the start of new ordinary tender procedures.
There are two types indicated: reception centers made up of individual housing units made available by the economic operator, with a maximum accommodation capacity of 50 places in total or collective centers with accommodation capacity of up to 50 places made available by the economic operator.
