They reached the agreement. The Tirreno-Brennero motorway link restarts and with it the new Cremona-Mantua motorway. The Ministry of Infrastructure and the Emilia-Romagna and Lombardy Regions are about to sign a new agreement for the completion of the Tibre, the motorway link that would connect the A15 and the A22 (about 85 kilometers long from Fontevivo to Nogarole Rocca). In the memorandum of understanding, which the Bonaccini council approved in recent days, the “need to immediately start a shared path in order to guarantee the completion of the Tibre, guaranteeing the connection with the A22 motorway also through the creation of a system with the Cremona-Mantua regional motorway and with the Cispadana regional motorway”. The Ministry therefore undertakes “to find with the concessionaire of the Tibre motorway the methods that allow the realization of the work”. Finally, a technical committee, with representatives from each institution, will monitor the progress of the work.

The Regions and the Ministry therefore undertake to “guarantee the widest collaboration” to carry out the work together with the Ministry of Transport.

A Technical Committee will also be set up, with representatives from each entity, with the aim of monitoring the progress of the work through periodic meetings. The Tibre, approximately 85 kilometers long from Fontevivo in the Parma area to Nogarole Rocca, in the province of Verona, is planned under the concession of the Cisa autocamionale company, which oversaw its design.

The preliminary project was approved in 2004, but due to the passage of time and rising costs, in 2009 it was decided to start by building the first lot, from the A15-A1 interconnection to the Trecasali junction. However, the works were only completed in 2023 and the work is still awaiting technical-administrative testing.

For the rest of the route, and for the complementary works, financial coverage from the State is lacking. The first batch of Tibre, we read in the agreement between the Regions and the Ministry, “would acquire more adequate functionality with an extension of the motorway in Lombardy, while also guaranteeing an effective relief from ordinary Lombard and Emilian roads”with the construction of a new bridge over the Po river.

The completion of the Tibre would also be “functional to the construction of the Cremona-Mantua regional motorway, as the two routes have a part in common”. It is no coincidence that the work is considered a “priority objective in territorial planning” of the Lombardy Region. Similarly, Emilia-Romagna has also included Tibre among the strategic infrastructures in its regional transport plan.

In fact, the Region plans to connect the first Tibre lot with the Cispadana, thanks to the construction of the missing section between the Terre Verdiane junction and the SP72 Parma-Mezzani, in the form of an extra-urban road.

So after 50 years (it was 1 July 1974) we can perhaps see the conclusion of TiBre. And the Cremona-Mantua route takes shape again in relation to the trans-Padanian itinerary whose preliminary project dates back to 2002.
