Aversa. The Campania Guarantor for prisoners, Samuele Ciambriello, denounces the unsustainable situation of two people with serious mental illnesses detained in the Aversa prison, despite the supervisory magistrate having decreed their incompatibility with the prison regime.

“They couldn’t stay in prison, yet they have been interned for months” says Ciambriello after a visit to the Caserta prison, which has a regulatory capacity of 43 places but currently houses 65 people. “I found two people buried alive” continues the Guarantor, highlighting the inadequacy of the prison to manage prisoners with serious mental problems.

According to Ciambriello, these two internees should be in a REMS (Residence for the execution of security measures) or in an alternative facility. “We continue to discuss whether to open new REMS or more alternative facilities” complaint, “but in the meantime other prisoners with the same pathologies continue to be in prison. Whose fault is it or the omissions of these people buried alive in Campania prisons?”.

“I listened to the internees’ cry for help”

The Guarantor urges decisive action to address this unacceptable situation: “I’m tired of superficial and ideological answers. I have listened to the cry for help of internees who feel the slowness of the judiciary’s procedures weighing on their lives. The prisoners and internees are asking for more certain and quicker times. We need a supervisory magistrate only for internees” concludes Ciambriello.

The Aversa episode puts the spotlight back on the lack of adequate facilities for prisoners with serious mental illnesses in Italy. A problem that requires urgent intervention by the institutions to guarantee respect for human rights and protect the health of these fragile people.
