THE EAGLE. The Municipality has entrusted a technician with the drafting of the technical-economic feasibility project for the “environmental recovery and restoration of the area affected by the 2007 fire in the San Giuliano area”. In the technical report drawn up some time ago by the Environment sector of the Municipality it was stated that “the disastrous fire of August 2007 overall affected an area of approximately 380 hectares, divided into non-wooded area (30 hectares) and wooded area (350 hectares, of of which 290 conifers and 60 broad-leaved). A significant environmental and economic loss for the territory in terms of “ecosystem services” lost or irremediably damaged. In fact, the value of forest areas, especially if classified as an urban-forest interface, cannot be exclusively considered as that linked to the production of wood, but above all for the numerous other functions they perform such as: production of non-wood products (mushrooms, truffles) ; tourist-recreational function; hydrogeological protection; protection from climate change (the estimated damage for San Giuliano due to the failure to absorb atmospheric CO2 calculated on the basis of an equation that considers various factors is over 260,000 euros); naturalistic function (the estimated damage for the loss due to fire is calculated using another equation that considers the weighting coefficient of the degree of naturalness, the surface area covered by the fire, the level of fire damage, the cost of installation and the number of years needed for reconstruction. The estimate for San Giuliano is over 2,700,000 euros). In the period immediately following the fire, the mayor Massimo Cialente prepared the ordinance for the closure of the paths which theoretically saw the area closed off for the next 10 years (prohibition of paths and grazing). Over the years, voluntary actions have taken place to make the most popular paths safe by adopting a system for arranging logs on site. In November 2016, the operational agreement was stipulated between the Municipality and the University for the study aimed at the recovery and restoration of forestry, pasture and arable land in the area affected by the 2007 fire. The aims of the agreement are to identify the interventions aimed at the reclamation of the no longer viable material and the possible recovery of existing biomass; the preparation of a study of the area on a climatic, geomorphological, vegetation and landscape level; the assessment of environmental quality with flora analysis, impact analysis and management guidelines for the natural heritage; soil characterization; the guidelines for forest restoration and a monitoring program for future control”. Now we move on to the operational phase.
