EU, Confconstruction “Changing the Green Houses directive requires more graduality”

MILAN (ITALPRESS) – The “main flaw” of the European directive on green homes is that of “going in the same way in all directions” and of “imposing” interventions instead of encouraging them gradually. This was stated by Giorgio Spaziani Testa, president of Confedilizia, interviewed by Claudio Brachino for the television magazine Italpress Economy. “Energy efficiency – he explained – is an interest of the owners themselves but if it is imposed it causes double damage: on the one hand you turn the owners against the green, on the other hand you risk devaluing an entire real estate asset in one fell swoop. Since we have so many buildings that are not energy efficient, we cannot tell the owners from one day to the next that all this is illegal and needs to change. We need to get there slowly with common sense and for this reason I hope that the directive will be changed in the next European legislature”. Confedilizia “has opposed the directive since its drafts, in 2021 when it was heavier than the final version because at the beginning it included a ban on selling and rent properties without certain characteristics. Then for a year and a half – continued the president – ​​there was the version that provided for the obligation to reach certain energy classes within a few years. There is now an obligation for States to find a way to reduce, for example, the average energy consumption of buildings by 16% in the first step. However, in our opinion it is negative – he added – and we are satisfied that the government voted against it. We are about to change it as, fortunately, Prime Minister Meloni said: modify it before implementing it. There are two years of time, they must be used for this”. On the topic of short-term rentals, “we have criticized – explained Spaziani Testa – the fact that taxation increases, even if only to a limited extent”. “We continue to say that, also on the basis of foreign experiences such as that of New York – he continued -, we must not discourage what is considered excessive, i.e. short-term rentals in some cities, but encourage what we would like more of, namely long rentals. With fewer taxes, for example, the IMU can be eliminated, particularly for those who make contracts with an agreed fee. Then we need to give more guarantees to the owners who are afraid of not regaining possession of the properties if they make long-term rentals”. Furthermore, according to the president of Confedilizia, “the dry tax rate also for non-residential commercial rentals would help the trade , fight the desertification of cities but also help access to housing, because places that are dying would be reborn. This is another element that we have proposed and obtained, but it must be implemented”. Regarding the debate on the Superbonus, according to Spaziani Testa, for the future we need “a reasonable but stable and lasting system of incentives for interventions that are considered useful, for example energy efficiency but also and above all the seismic improvement of buildings. It is possible to remove something that has existed for many years of bonuses and incentives and concentrate the resources, when they exist, on the safety of the buildings, which is really very important even more than their energy efficiency”. As regards the problem of pending situations, for the president of Confedilizia, “we need to save as much as possible those who trusted the State and did something that was permitted at that moment. These latest interventions are also worsening the situation of those who, legitimately, respecting the law, have initiated interventions and initiated many activities which, especially in condominiums, are long and complex. It is an attention that still needs to be given in these hours to the provision in the Senate”. A reflection also on the “housing plan” announced by Deputy Prime Minister Matteo Salvini. “I hope it can also include an intervention to strengthen private renting.
