Here’s who is entitled to it and how to join the public notice
One month to submit the application. There will be no ranking but a list of beneficiaries. A dedicated Hermes counter is also active. Falcomatà: «Provision that affects the most fragile families. Support for disadvantaged categories to cover the payment of local taxes, through the provision of an economic contribution towards the 2024 TARI up to a maximum of 25% of the tax, based on the available budget. This is what was decided by the municipal administration of Reggio Calabria in collaboration with the Hermes company. The announcement was presented this morning in the Salone dei Lampadari of Palazzo San Giorgio by the Mayor Giuseppe Falcomatà, the budget councilor, Domenico Battaglia, the director of the Tax Sector, Pierluigi D’Apice and the administrator of Hermes, Giuseppe Mazzotta.
Who will be able to access the tender
The recipients of the measure are all natural persons who, on the date of submission of the application, are the holders of a domestic user for Tari purposes, located in the municipality of Reggio Calabria. There must also be non-existence of arrears for previous years and belong to a family unit that has an ISEE indicator of up to 9,530 euros for band A and between 9,531 and 15 thousand euros for band B.
Requirements and award criteria
For those who are beneficiaries, a contribution of up to a maximum of 25% of the tax will be attributed, based on the available budget, for taxpayers falling into band A (ISEE up to 9,530 euros); a contribution of up to a maximum of 15% of the tax based on the available budget, for taxpayers falling into band B (ISEE from 9,531 to 15 thousand euros).
The exact amount of the contribution will be quantified in relation to the number of applications admitted and included in the list of beneficiaries following the outcome of the investigation. The amount of the contribution will be reduced proportionally among all beneficiaries based on the available budget and the applications submitted. It should be specified that the contribution will be exclusively to compensate for the 2024 Tari balance not yet paid and above all that no sums of money are expected to be sent to the beneficiaries.
The list of applicants admitted to the contribution and those excluded will be published for 15 days on the noticeboard and on the website of the Municipality of Reggio Calabria www.reggiocal.it, as well as on the platform https://bonutari.reggiocal.it/Home. aspx.
Method of submitting applications
The applications, together with the required documentation, can be submitted exclusively via the web platform https://bonustari.reggiocal.it/Home.aspx from 10.00 am on 18 April 2024 until 12.00 pm on 20 May 2024. The applications for participation must be completed using only the appropriate application form.
The application not complete with the attachments or without the mandatory self-certifications or received in a manner different from those foreseen and/or delivered after the prescribed deadlines is inadmissible.
To access the online entry procedure, the user must have the SPID and CIE-ID. The ordinary ISEE certificate and a valid identity document must be attached to the participation application.
It should be noted that the notice in question does not provide for a ranking nor does the greater speed in submitting the application make any difference, provided that it is sent within the aforementioned deadlines. There will be a list of people who, if all the requirements are met, will be entitled to access the benefit. It may be cumulated with other ministerial and regional forms of disbursement of contributions.
The press conference
“It is an important first signal, made possible after the constraints imposed by the rebalancing plan”, stated the budget councilor, Domenico Battaglia, during the meeting with the press. «Today we see the light at the end of the tunnel – he added – and we have decided to immediately implement a measure envisaged in the 2023 programmatic document which serves to alleviate the contribution pressure in the case of the most disadvantaged categories.
An intervention of this kind had been requested from many quarters, councilors and other political forces, and I am happy to be able to implement such a measure. In the budget that we are going to approve tomorrow we have included the important figure of one million euros. Because the Tari is a tax with no change in revenue: our municipal budget makes up for the lower revenue, it is a first sign of the Administration choosing to allocate the amount to this measure.”
The manager of the Tax Sector, Pierluigi D’Apice remarked that «there will be no ranking. Therefore there will be 30 days to submit the applications and the order in which they are sent does not matter. The important thing is that the requests meet the requirements to be eligible. The maximum contribution will be 25%. Users will not receive any sums, but a relief on the balance and they will receive a communication of this.”
The Hermes company has also thought of a special help desk for users, in order to provide assistance to citizens who need it. This was confirmed by administrator Giuseppe Mazzotta: «For our part, I can assure you that the technical information is available on the Hermes website, so that citizens will be able to avail themselves of it and use this tool to request the relief.
We realize that, in this first transition phase, there may be difficulties for users and for this reason there will be a dedicated desk to provide all the information to citizens who want to use it”. In short, an opportunity to be guided in submitting the application and the required documentation.
Concluding the speeches was Mayor Giuseppe Falcomatà, who highlighted how «we are faced with an important moment for the city and for the Administration, because it affects the lives and daily lives of citizens and as such should be celebrated. It is the first substantial choice of political direction after leaving the rebalancing plan. With this innovation we have crossed one of our many deserts and as the first provision included in the Dup, confirming that it is not just a bureaucratic fulfillment, but there is the idea of a city that has an Administration, both in the administrative part and in the strategic part of the political directions to be achieved. Inclusion in the Dup means that it is an objective of mandate and therefore of direction, but above all that it cannot and must not be something of an episodic nature. A measure that affects the part of the city that has suffered the most from the consequences of the rebalancing plan, i.e. that of fragile families.”
As for the merit of the measure adopted, Falcomatà provided some significant data: «From the estimates made today we can impact around 10 thousand citizens, a fifth of taxpayers. 20% is a signal, a beginning, an incentive to continue. I thank councilor Battaglia, the managers, Hermes and the municipal offices, as well as the majority councilors who, in various meetings, brought to the attention of the municipal executive and the mayor the importance of starting a process of easing local taxes . We have not solved the problems, we consider today’s problem to be the caress of a good father of a family. A caress that makes you feel closeness and I believe that this is what our fellow citizens need.”
