TRENT. The law on small agri-food production. What is missing are the implementing decrees and the rule has been stuck for almost 2 years while many producers are waiting for answers from the Province but above all they are waiting for clarifications on the guidelines to avoid risking infringements and problems. “To date – he comments Paola Demagri, provincial councilor of Casa Autonomia – the regulation, to be adopted by ministerial decree, and containing the criteria and guidelines intended for the Regions and Provinces of Trento and Bolzano, has not yet been adopted. It would be interesting to understand the reasons and motivations for these delays. In the Belluno area, a similar initiative has already been approved and defined and cannot enjoy our level of autonomy.”

It was among the very few laws proposed by the minority accepted by the League in the first legislature led by Maurizio Fugatti. The rule with the first signatory Michele Dallapiccola, which had then found the solid support of the opposition, had gone through the entire council process and after some amendments signed by the majority it had been approved. It was December 7, 2022 and the forecast was to fire the implementing decree “within six months“. Since then, however, nothing or almost nothing has moved.

The objective of the law is to simplify those transformation actions of hobbyists and micro agricultural companies that want to compete with the market. A law that would ease the bureaucracy for those very small producers who then exhibit their proposals at certain events and appointments, such as the various Marketsincluding Christmas ones.

“The law – highlights Demagri – required that, within 6 months from the date of entry into force of the regulation provided for by article 11 of the 2022 law, the provincial government defined a series of provisions with an implementing regulation. In particular, the list of the types of agricultural and fish products, including processed ones, with the indication of the relative limited quantities, which fall within the discipline, the methods for the relative updating, the methods for carrying out the activities of processing, transformation, packaging, storage And sale of small local productions”.

Not only that, “the implementing decree it should also indicate the measures to be applied and the hygienic-sanitary controls to be carried out on small productions, the conditions and methods for the attribution and use of the logo on the project, as well as regulating the use of labelling, as well as the structural and hygienic-sanitary requirements of the premises where the various preparatory activities are carried out before landing on the market”.

“We may have missed something but there doesn’t seem to be a regulation from the Council. Yet, neighboring regions certainly not endowed with the same level of autonomy as Trentino have in reality already regulated this direction. The example closest to us is the Venetian one. Yet the timing of implementation of the regulation foreseen by the law was a political commitment made by the Province itself, which has now been reconfirmed. It is not yet clear what Piazza Dante intends to do to remedy the delays that put small producers in difficulty”, concludes Demagri.
