First phase delivery by 22 July 2024

The Campania Region, with Fs Sistemi Urbani, has announced a two-stage design competition for the acquisition of a master plan aimed at the urban regeneration of the areas of the former freight yard FS, near the central station, and a technical and economic feasibility project for the design of the new regional headquarters. The estimated cost of the intervention – to be carried out over 11 years – is approximately 700 million euros.

The masterplan

The masterplan, part of the Implementation Urban Plan (Pua), concerns an area of ​​approximately 185 thousand m2 and aims at the regeneration of the urban fabric and the strengthening of the infrastructure for the construction of the Garibaldi-Central Station complex intermodal hub.

The new infrastructural system will be divided into a series of interventions which include: the new Eav station of Piazza Garibaldi with the functional conversion of the Porta Nolana area (also including the historic Bayard station, the first in Italy, now being renovated), theadaptation of existing roadsthe realization of new parking lots and of a new bus terminal.

It involves foreseeing the redevelopment of a part of the city that is currently closed off and disconnected, proposing a model of urban transformation that responds to the complex issues of contemporary society through the implementation of innovative planning strategies. The master plan must also include the creation of an urban park as a barrier to the city and a system of cycle-pedestrian connections.

The regional headquarters

New buildings will have to be built in the Porta Est area, including the new headquarters of the Region, the subject of the competition. The new headquarters – for which a requirement of 60 thousand square meters is estimated – will have to require a space that encourages a new way of experiencing work activities and those dedicated to free time, in relation to the socio-cultural context in which the intervention takes place insert. Its architecture requires a strong identity. The project will also have to resort to expedients to densify nature and biodiversity in urban contexts.

Two-step procedure

The procedure is in two phases and takes place anonymously.

In the first phase the competitors will have to develop a project concept; in the second, the authors of the best five proposals will have to develop the master plan for the area covered by the competition and a technical and economic feasibility project for the Region’s headquarters.

The deadline for sending the first phase documentation expires on July 22nd at 12:00.

Prize pool of 7.6 million euros

The prize money amounts to 7.6 million euros.

The first place winner, in addition to the 300 thousand euro prize, will be paid 6.1 million euro after delivery of the finalized PUA and PFTE and after verification of the special requirements and the working group.

Each of the groups participating in the second stage, but not winners, is entitled to a prize of 300 thousand euros.
