In the Fallout finale we discover the truth about Hank MacLean: born before the nuclear bombs dropped by Vault-Tec itself, he remained cryogenically frozen until his awakening in Vault 31, and it was he who destroyed Shady Sands with the help of Vault-Tech, to get his children back, dooming the wife to become a ghoul.
After Maximus accidentally frees him, Cooper Howard arrives, recognizes him and allows him to escape, so that he and Lucy can chase him towards whoever is in charge of Vault-Tech. Meanwhile, the cold fusion is completed and the Brotherhood celebrates Maximus as Moldaver’s slayer.
Hank then fled to what appears to be New Vegas, place where Vault-Tech is supposed to hideperhaps with Cooper Howard’s wife still in charge of the operations (and perhaps even with the daughter) that the ghoul co-protagonist of the series wants to find.
Norm’s fate also remains to be understood, Lucy’s brother, stuck in Vault 31 with all the company executives in cryosleep. Could he open their pods and create a real disaster for Vault-Tech? The option is definitely probable.
