SUBJECT: Strengthening of security services for the summer season – Unacceptable that Policemen have to pay their own travel expenses!
Urgent intervention request

Starting from next July 1st and lasting until the end of August, several hundred colleagues will be required to work off-site to strengthen security services for the 2024 summer season in countless tourist locations.
This employment, as arranged by the PS Department, will see the payment of mission compensation, regarding which the current legislation (art. 13 of Presidential Decree 51/2009) establishes that:
– The Administration is required to advance to the personnel sent on mission a sum equal to the entire amount of travel and accommodation costs, within the limit of the average cost of the permitted category, as well as 85 percent of the presumable food costs;
– The Administration, upon request of the interested party, authorizes in advance, in addition to the reimbursement of travel expenses, the payment by way of reimbursement of a lump sum of €110.00 for every twenty-four hours of mission completed, as an alternative to financial treatment mission in force, within the resources allocated for this purpose in the relevant budget chapters. The lump sum reimbursement does not apply if the staff benefits from room and board paid for by the Administration. Upon request, an advance on travel expenses and 90 percent of the lump sum is granted. In the event of continuation of the mission for periods of no less than 12 continuous hours, a further lump sum of €50.00 will be paid as reimbursement. The provisions regarding the exclusion of the benefit in case of use of food or accommodation paid for by the Administration and regarding the concession of travel expenses remain unchanged.
Now, if on the one hand the decisions of the Department are aimed at ensuring the free use of board and lodging for the colleagues in question, as regards travel expenses these must be borne by the aforementioned who however, as highlighted above, are entitled to receive the advance of a sum equal to the entire amount of this cost… and the Administration is required to anticipate the same.
Well, numerous colleagues who will find themselves employed off-site in the above-mentioned services, especially those working for the Central Directorates of the Department, are receiving a refusal to advance the mission and therefore to go to the locations to which they have been seconded on duty they should subtract a few hundred euros from personal and family economic resources, resources that are unlikely to be enormous in a policeman’s home, but if anything are just enough to make ends meet.
We have reached the point where to go and do your service you have to pay travel expenses out of your own pocket, due to a specific obligation (not an option) of the Administration to guarantee the advance of this cost.
This Office will understand that the above is unacceptable. He will therefore want to intervene with extreme urgency in order to remedy the aforementioned problem, which is also absolutely inappropriate for the image of the State Police.
