The provision signed by Stirati after the report from Arpa linked to yesterday’s accident

GUBBIO (10/06/2024) – Having seen the note from ARPA Umbria forwarded to the mayor via short channels which communicates that on 08/06/2024, following a report, an inspection was carried out jointly with the USL, noting as follows:

“We hereby inform you that on 08.06.2024 the undersigned were activated at 1.00 pm by a citizen who reported the presence in a house in the Suelle area of material falling from a cloud coming from one of the cement plant’s chimneys Barbetti. At 3 pm the company sent a communication reporting that at Around 9.15am an unpredictable technical problem occurred, the accidental stop of the marl grinding mill connected to the southern Clinker firing line, which has resulted in a sudden increase in the flow rate of gases evacuated from the chimney. Nello same note the company reported that the high velocity of the gases downstream of the fan had probably resulted in the mechanical failure of one of the silencer batteries with consequent loss of the sound-absorbing material contained therein. The same company reported that the operators responsible for the operation have reduced production to a minimum of the cooking line in order to verify what happened. The company also reported that it had the problem was resolved in a few minutes and the plant resumed operating at full capacity around 10.30am. The ARPA and ASL staff intervened at 3 pm at the home of Mr. Urbani Giovanni located in via di Suelle 34 and in the presence of the same and his family members and Carabinieri, the presence of material presumably consisting of flakes of fibers in several places on the property. Residents reported that around 9.30 they had observed the fall of the flakes from a dense, dark cloud coming from the chimneys of the cement factory’s kiln. They reported that the phenomenon lasted about 3 minutes.
The undersigned took steps to sample, also in the presence of the Plant Director Mauro Barbetti to whom a sample was delivered, the material from one of the terraces of the house and the samples were delivered to the ASL Laboratory of Bastia. Mr. Barbetti Mauro was verbally ordered to clean the surfaces of the house with adequate means. An initial inspection of the surrounding areas that can be viewed was carried out (some properties are fenced and not inhabited) and, from what has been verified at the moment, it would appear that the property most affected is that of Mr. Urbani Giovanni. For the above, it is considered appropriate, pending the outcome of the analyzes aimed at verifying the possible danger of the fibers emitted and with a view to respecting the principle of maximum precaution, to propose to the SV the issuance of a measure requiring the Cementerie Barbetti company the following: verification through in-depth inspections of the areas affected by the fallout, collection of the fibers with suitable means which involve suction using equipment equipped with a filter suitable for the fibres, avoiding any lifting and dispersion of the same. The collected fibers must be managed as waste by an authorized company. Closely monitor the silencer batteries immediately, awaiting a more in-depth check on their perfect functioning and durability, in order to intervene promptly should the problem occur again.”

Considered necessary to proceed with issuing a provision to protect the environment and the public
private safety;

GIVEN the Legislative Decree 267/2000 and in particular the art. 50, paragraph 5;
HAVING REGARD TO Legislative Decree 152/2006;
HAVING REGARD TO Legislative Decree 04.09.2008 n. 81 Implementation of article 1 of law 3 August 2007, n. 123, in
matters of protection of health and safety in the workplace;

ORDER

To the Cementerie Barbetti SPA company as owners of the cement plant in Corso Semonte,
sheet 164, parcel 1708, the following:

1. Verification through in-depth inspections of the areas affected by the fallout.

2. Collection of the fibers with suitable means that involve suction using equipment equipped with a filter suitable for the fibres, avoiding any lifting and dispersion of the same

3. The collected fibers must be managed as waste by an authorized company.

4. Immediately keep a close watch on the silencer batteries, pending a more in-depth check on their perfect functioning and durability, in order to intervene promptly should the problem occur again.

5. Ban on the collection of plants for human and livestock consumption visibly affected by the fallout.

This provision must be notified to CEMENTERIE ALDO BARBETTI – SOCIETA’ PER AZIONE, registered office Corso Garibaldi 81, PEC: [email protected]. Against this provision, an appeal to the Regional Administrative Court of Umbria is permitted within 60 days of notification or, alternatively, an appeal to the President of the
Republic.
