The controversy continues over the Biodigester that was supposed to be built in Città Sant’Angelo. The M5s speaks of a failure foretold, the PD asks the mayor of Pescara for clarifications

The city councilor Paolo Sola and the regional councilor Erika Alessandrini expressed their opinions on the matter and the process followed, which then ended in nothing.

A few days ago the group City of Sant’Angelo Visone Municipalitywho has always been against the construction of the plant, has made it known that the biodigester planned in Piano di Sacco will not be built due to the proven low convenience of the operation and reiterates the “reckless location, not shared, if anything imposed by Pescara with the approval of Mayor Perazzetti”. Also criticized are “the choice to focus on an EIB loan instead of on the Pnrr funds like other municipalities” and the decision to “sell off the participation shares in Ambiente to the Municipality of Pescara, demeaning the role of Città Sant’Angelo”.

“We are faced with an averted danger – wrote Città Sant’Angelo Visione Comune – but it is equally true that in the meantime actions aimed at the construction of the biodigester have been undertaken which fall on the community. Such as, for example, the expense incurred for the purchase of the land intended to host the plant, which will undoubtedly cause significant economic damage to the Environment coffers, of which the Angolan municipality is a member. We therefore demand that the municipal administration now assumes its responsibilities… A minimum of common sense would have been enough to reach the same conclusion as us, namely the unsustainability of the work. We would thus have avoided what is clearly a “chronicle of a death foretold”.

Even the Democratic party expressed his opinion on the topic, in particular the city councilors Giovanni Di Iacovo, Piero Giampietro, Francesco Pagnanelli, Michela Di Stefano and Marco Presutti asked the mayor of Pescara Carlo Masci for clarification:

“Masci must also clarify the future of urban hygiene: the entire center-right had in fact transformed the biodigester into the symbol of its waste policy, it had indicated it as the indispensable element for strengthening the public role in the sector. However, as repeatedly underlined in our interventions, unlike other public entities in Abruzzo, the Municipality of Pescara and Ambiente Spa did not participate in the Pnrr tenders that allowed access to non-repayable contributions for the construction of these plants. The line of project financing and the EIB loan for 15 million euros was chosen, with a strong risk for the company, given that it was not a question of public funds but of resources to be returned to the EIB and, in fact, to the private partner. A choice contested by the center-left and, also within the Board of Directors, by the councilor Emilio Longhi and the then president Massimo Galasso, who then resigned because he disagreed. Now everything has foundered: the people of Pescara must know what happened, how much was spent on all the preparatory procedures that have now proven to be useless, from the purchase of the land in Città Sant’Angelo to the opinions of the consultants. Masci should close the negotiations for the composition of the council as soon as possible and explain”. «The line of the Municipality has proven to be a failure: now the body will have to give up the EIB financing line, and having missed the train of the Pnrr it must say goodbye to the public plant for the next few years. Masci will also have to clarify what the future of Ambiente Spa will be, of which the Municipality of Pescara is by far the majority shareholder, and of the entire waste cycle in this territory, also in view of the possible choices of the Region regarding waste management”.

The issue also features a comment from Ricardo Chiavaroli, president of Ambiente Spa, who said that the call for tenders for the biodigester project was technically deserted, given that the two companies that had shown interest withdrew due to the change in economic conditions caused by the increase in energy costs. According to Chiavaroli, finally, a new call for tenders will have to be held or alternative solutions will have to be found.
