ANCONA There are those who have evoked electoral promises that would have formally prevented a decision on the definitive structure of the maritime compartment of Ancona and the number of clams that should operate there. However, there are those, on the right and on the left, who declared during the debate that – in defiance of the complaints brought forward for years by Cogevo Ancona – the current situation should be definitively approved without further hesitation.

With open cards

And so yesterday in the regional council someone has already revealed the cards: such as the councilor Marco Marinangeli (Lega) of Porto San Giorgio, the new Pd mayor of Pesaro Andrea Biancani and the M5S group leader Marta Ruggeri from Fano. Clear positions on the future of the Ancona district come from the south and north of the Marche coast, beyond the heated political discussion that has developed over extension number five. And that is, it’s fine the way it is. It is fine that 25 boats from the San Benedetto compartment remain fishing in the Ancona area, despite the pressure from Cogevo which, with data in hand, has long ago clarified that in the current context if the clams also returned home, the fishing effort would be even lower than the current one, allowing Ancona to be able to relaunch the economy and work with greater tranquility. The interventions of the democrats Mastrovincenzo and Carancini were forceful, underlining the regional government’s lack of decision on the entire matter.

Cogevo rises up

The strong bitterness of the Cogevo president, Giacomo Mengoni, is palpable: «No concrete contribution was received from the politicians who attended, who more than anything else did their utmost to send messages to their electorate, often exploiting the research activity carried out which did not of no use and which is currently also obsolete.
As we have been accustomed to for some time now, we have witnessed a terrible exercise of regional policy. Cogevo Ancona suffers yet another extension and alone pays the price for obvious electoral promises made by a policy exercised by regional councilors who think more about pleasing their own territory rather than restoring legality.”

On several occasions the TAR’s ruling has been heralded as conclusive, but today they realize that this is not the case, as it has never entered into the merits of the fishing licence. The fishing license, in fact, is the exclusive responsibility of the ministry and the EU and current legislation requires that clam fishing be carried out exclusively in the registration area. So what interpretation can they expect from Masaf regarding a very clear rule?”

«President Aquaroli, in fact, asks the ministry if the 25 boats registered in the San Benedetto del Tronto compartment can fish in the Ancona compartment, when he already has the answer in the art. 9, paragraph 1, of the Ministerial Decree of 22 December 2000, which verbatim states: “The authorization to fish for bivalve molluscs is limited to the waters of the compartment in which the vessel is registered”. Now we are changing tone, as we have always shown ourselves to be proactive and available, even proposing solutions even though they were not due, while the attitude of the region unequivocally affects our decisions. At the same time we will take legal action to protect our 73 companies and all the related industries we represent, also to maintain faith in the task given to us as a management consortium by the ministry for almost thirty years now.”

And it matters little if councilor Putzu (FdI), president of the commission, promised that the one approved yesterday with only 6 votes against and one abstention would be the last extension of the matter. So the tug of war continues, despite the reassurances of the governor who intends to “provide definitive clarity”, because between the lines he declared “even leaving the structure unchanged”. Something that Cogevo is not willing to accept without asserting its positions.
