“Little money for the maintenance of private homes damaged by the seismic swarm of May 20th. Illegal properties, second homes and, it would seem, also those with pending amnesty (for which the amnesty is waiting to be finalized) are excluded from aid to private individuals. In any case, this is a first allocation, which could be increased with the next state budget laws.

Manzoni, however, is cautious about the new decree, not yet published:

Before expressing a complete judgment, I wait to carefully read the new Decree on the Campi Flegrei. I appreciated the fact that, for the first time, organic measures regarding bradyseism are being discussed in Minister Musumeci’s statements. I feel proud of this, as I was the first to submit a study on bradyseism to the Minister, highlighting the need to adopt a specific legal provision for risk mitigation and prevention.

The mayor of Puteola focuses above all on the origin of the resources, which, in his opinion, would be taken from Campania’s FSC funds:

On the merits of the Decree, but we will see the distribution of the funds allocated to each Municipality, I am partially satisfied with the resources allocated for public building interventions. In fact, of the 442 million euros, approximately 200 million are attributed to the FSC share already due to the Campania Region and already allocated to infrastructure interventions in the Campi Flegrei. In essence, resources are allocated by subtracting them from funds already allocated to our territories.

The other criticism concerns resources for private construction:

In relation to the sums allocated to private construction, beyond the previously announced allocation of further resources, the allocation of only 20 million euros appears inadequate. If we really want to pursue the objective of “vigilant coexistence with bradyseismic risk”, it is necessary to speed up the phase of verifying the vulnerability of all the buildings falling within the red zone, allowing rapid seismic adaptation of those that are structurally deficient.

Finally, on the ban on building he adds:

The territory of Pozzuoli has long been subject to the constraint of total non-buildability, preventing any possible new construction of residential buildings such as, for example, the proposal to build new apartments for residential use in the former Sofer Area. I believe that the work carried out, in consideration of the difficult emergency moment, did not experience any delays or gaps in time. During the emergency, which has now lasted for more than a month, the entire organizational structure of the organization has been activated to deal with the resulting problems that have affected our citizens. Pozzuoli must continue to live and, together with risk prevention activities, the development and growth of our territory must be guaranteed. It is important to underline that the appointment of the Commissioner only makes sense if accompanied by the establishment of specific offices that do not burden the already complex administrative activity of the Institution.

Perplexities also partly shared by mayor of Bacoli, Josi Della Ragione, which considers the decree only a first disbursement of funds. “We need more”, she said, but it is only “a first step to secure private assets”.

Borrelli (Avs): “Plenty of figures”
