We’re talking about illegal car parkers, mostly homeless foreigners, who park at the beginning of the Wellness Park (viale G. Mancini). In a completely brazen way they welcome the cars into the strip of land, “looked after” by them, they help the motorists to park and then collect the payment of just over one euro. At the end of the day they find a considerable amount of money in their pocket, around 150 euros in coins which they change into paper money in some commercial activities on the adjacent Via Popilia. Obviously, beware if you refuse to pay for parking because otherwise you will either be forced to find another one and this would mean arriving late for work, given that the area is frequented mainly by employees who work in the offices in the area, or you will find yourself rifled car. Their presence is certainly nothing new, both for citizens and for the police, but the law, naturally entirely Italian, establishes that the activity of illegal parking does indeed create an administrative offence, but without constituting the hypothesis of a crime . However, only if the request for money is followed by threats or violence is the crime of extortion assumed and the situation worsens. And the crime occurs only if a complaint is made against them, or if the flagrant crime occurs, always according to Italian law, which is sometimes, perhaps, too guaranteeist, towards those who commit crimes, so-called minor but still crimes are.
