Abruzzo, Quaglieri case: two resolutions being examined by investigators

There are two resolutions on health matters passed by the Abruzzo Regional Council in the sights of the L’Aquila Prosecutor’s Office. The investigation into the alleged conflict of interest involves the budget councilor Mario Quaglieri, of Fratelli d’Italia

Quaglieri, re-elected with almost 12 thousand preferences in the elections of March 10, was a contract surgeon in some private clinics in the province of L’Aquila, currently Di Lorenzo in Avezzano. Quaglieri himself is being investigated for this affair – in the past
legislature, before becoming councilor, president of the regional health commission – for the crimes of complicity in abuse of office and forgery of official documents, and, for the sole abuse of office, Lucia Di Lorenzo, owner of the Di clinic Lorenzo in which Quaglieri worked and works as a surgeon, with a non-employee employment contract.

For the prosecutor in charge of the investigation, Marco Maria Cellini, under observation is the fact that Quaglieri allegedly failed to abstain, in his capacity as councilor, from the council’s provisions on health matters which also concerned the Di Lorenzo clinic, from which Quaglieri himself he received almost all of his annual income from his activity as a surgeon. The first act is that of 28 December 2023 with which the executive led by Marco Marsilio (FdI) gave the green light to the assignment of 20 million high specialty budgets to seven private healthcare facilities including Di Lorenzo, for “the recovery of healthcare mobility for highly complex hospital services”, a provision also voted by councilor Quaglieri.

The second resolution is dated 30 August 2023, with Quaglieri present in the Council, concerning the renewal of the former DCA institutional accreditation for hospital activity and “institutional accreditation of specialist services following the TAR 301/2022 ruling of the house
di cura Di Lorenzo di Avezzano”, a provision which concerned a series of specialist services, including surgery.
Quaglieri and Di Lorenzo yesterday morning, with a blitz by the police and financial police, underwent a search and seizure of documents, the first in his home in Trasacco, the second in the health facility in Avezzano. The police were also at the headquarters of the regional council in Palazzo Silone in L’Aquila and that of the health department in Pescara.
