Every day we witness the genocide carried out by the Government of Israel against the population of Gaza. Continuous bombing of defenseless civilians, women and children, in addition to ground operations and the closure of humanitarian corridors.
Unfortunately, nothing seems to call into question our country’s relations with Israeli institutions, indeed repressive attitudes are also developing towards those who demonstrate for peace and for the rights of the Palestinian people.
On the contrary, many universities seem attracted by the possibilities offered by the MAECI (Ministry of Foreign Affairs and International Cooperation) call for joint research projects on the basis of the Industrial, Scientific and Technological Cooperation Agreement between Italian and Israeli institutions, the financing of which could be used to develop dual use technology, i.e. for both civil and military use, as well as the third line of financing for optical technologies could be used to develop latest generation surveillance devices, also for war use.
On the contrary, no clear actions of solidarity are undertaken towards the Palestinian people and no concrete support procedures have been initiated through corridors that make the continuation of their studies and teaching activities less complicated and difficult for students and academics of a people tormented by bombs.
Since last summer, well before 7 October 2023, USB has joined the Observatory against the militarization of schools and universities, promoting academic boycott actions against the agreements of the universities with the war chain to leave the war outside the University and avoid the involvement of our country.
Considering the January order of the International Court of Justice recognizing the real risk that the Government of Israel is committing genocide – classified as a crime against humanity – given the UN Security Council resolution approved on 25 March which calls for a ceasefire in Gaza and consequently binds member states to commit to its application and to preventing the perpetration of this crime, having regard to the Convention for the Prevention and Punishment of the Crime of Genocide which provides for the mandatory duty to prevent genocide , it is considered necessary to immediately abstain from the transfer of weapons and technologies of war and dual-use to Israel, as well as the research and development of know-how for possible war use. It is also reiterated that this obligation belongs to the entire Italian government which first and foremost has the duty to comply with these resolutions, interrupting the exchange of weapons, weapons technologies and any academic collaboration for military purposes, for the purpose of sanctions as provided for by international law.
In light of what is reported in the introduction and in consideration of the solidarity expressed by many workers belonging to the Pavia university in any capacity, including contracts and researchers, towards the actions undertaken by the students of the “young PalestinesiPavia” assembly in which USB members also participate Federation of the Social, to which the university administration is not officially listening by refusing the extraordinary call of an academic senate where the positions of all the critical parties towards the ongoing genocide can be expressed institutionally, the undersigned OS declares what object.
