With the quorum present at the second appeal, yesterday’s session of the Marsala City Council chaired by E. Sturiano opened with communications – some replicated – from numerous councillors.

L. Martinico (Strasatti traffic lights must be reprogrammed in the sequence of colours; lidi sewerage system not in operation; complains about the safety of the excavations along the provincial road). A. Vinci (the convocation of the Professional Associations has been postponed due to changes to the Building Regulations). P. Ferrantelli (bus transport in difficulty because it lacks personnel and requires hiring as for the police). M. Rodriquez (fiber work carried out improperly and expenses borne by the Municipality). G. Carnese (requests mayor’s intervention to include closure of Lido Boeo; reinstate blue lines in Corso Calatafimi; places with tables in public areas that prevent pedestrian passage). R. Genna (lack of cemetery niches and no provision for building new ones; budget commissioner appointed and therefore the branch councilor should resign; restoration of lighting on the stretch of Lungomare Mediterraneo in darkness following theft of cables; verify improper use of disabled badges and the compliance with authorizations for public land). P. Giacalone (presents a question regarding changes to traffic on some roads affected by ordinance no. 228/2024 and asks to review it). F. Coppola (announces that he has signed the aforementioned question, underlining that the right of residents to access their homes must always be guaranteed; pay attention to the water billing regulations regarding surcharges on consumption). L. Pugliese (better regulation on public land, reserved stalls, access for residents, ZTL, in light of Giacalone’s question). N. Fici (shares the traffic question; Salinella ecological island to be relocated to another area; represent the reasons for the budget delays to the ad acta commissioner).

At the end of the speeches, President E. Sturiano announced to the Chamber the appointment of an ad acta Commissioner for the pharmacy plan; while regarding the budget, he states that at the moment there has been no discussion. Then he outlines the timetable of the work in the Chamber to approve the preparatory acts and the financial instrument. On bus transport, lacking and with a timetable to be improved, he urges the Administration to propose an in-house municipal company to allow the Council to choose the best solution. Finally, he considers the Marsala Schola issue to be serious, taking into account the services that will have to be guaranteed in the next school year: therefore, decide to close the institution or relaunch it.

In taking the floor, councilor S. Agate reported that public transport is not considered an essential service – like the municipal police – with regard to hiring and therefore the exception to the ban on recruiting new staff does not apply. The summer bus service does not satisfy all needs but priorities have been safeguarded, also starting the procedure to entrust the connection with the airport and kite area to third parties. He stated that the proposal for a municipal company under total public control – currently being examined by experts – will soon be forwarded to the Council for discussion. Regarding the delay in the budget documents, there were difficulties in collecting data relating to the preparatory activities. Finally, he states that the closure of Lido Boeo was ordered by the local Coast Guard due to violations of environmental regulations.

Responses to the councilors’ request for clarification also came from the deputy mayor G. Tumbarello: reminders and warnings to third parties to restore the fiber road works in a workmanlike manner; agrees with a better harmonization of provisions for roads, limited traffic zones, public land with the rights of residents; the lack of burial niches will be met with exhumations (about a hundred); for the sewerage network of the beaches, testing is underway on the sections that do not present critical issues; for the Salinella waste box, a new state-owned area has been requested to proceed with the transfer; the pharmacy plan is the subject of the Administration’s attention, but now it is necessary to deal with the commissioner ad acta.

Having approved an off-balance sheet debt (point 13 of the Agenda), President E. Sturiano closed the proceedings by adjourning them until next Tuesday, 25 June, at 4.30 pm.
