A veritable massacre of companies created and closed in just a few months. In September 2020 there was a boom in new construction companies born in conjunction with the launch of the Superbonus, the tax relief which consisted of a 110% deduction of the costs incurred and starting from 1 July 2020 for the implementation of specific interventions aimed at energy efficiency and static consolidation. Then the bubble burst and, over the following months and as the measure ran out, many companies simply ceased to exist. The data emerging from the Unioncamere/Infocamere report makes one’s pulse tremble: in Lazio, among the construction companies and related sectors born after 30 September 2020, 1171 closed between 1 April 2022 and 30 September 2023, of which approximately 68% in the Rome area.

Super bonus

The Superbonus was one of the flagship measures of the Conte Government as well as one of the most contested. According to Bank of Italy, the relief cost 170 billion in the period 2021-23 (around 3% of GDP on average per year) and “the benefits for the overall economy in terms of added value were lower than the costs incurred for the benefits” and the measure, says Bank of Italy as reported by Ansa, “does not pay for itself” but “creates further public debt for the new generations” which will have to be repaid in the future.

Companies born with Superbonus

In Rome there are 802 construction companies or closely related sectors that operated only in the period of greatest expansion of activities linked to the 110% superbonus legislation. It means that they were born with the Superbonus and, as the money available for the measure ran out, they disappeared. At the end of 2022, the peak of construction companies that applied for doors in Rome was 210. A maxim that is also found in the other provinces of Frosinone (20), Latina (35), Viterbo (37).

The focus on the companies most affected by the provision, carried out through a Unioncamere/Infocamere processing on data from the Business Register, shows that in the Lazio region, among the construction companies and related sectors born after 30 September 2020, 1171 closed between 1 ° April 2022 and 30 September 2023. They were therefore born after the introduction of the superbonus and ceased when the superbonus was running out.

Massacre of companies in Rome

The largest loss is recorded in Rome, where the so-called “superbonus” businesses closed by 30 September 2023 are 802, 127 in Latina, 117 in Viterbo, followed by 75 in Frosinone and 50 in Rieti. Incredible numbers that are difficult to repeat over the next few years. The Superbonus was unique which, in a certain sense, “doped” the statistics.
