In recent months there have been several serious and violent episodes due to the abuse of alcohol and drugs; therefore, the Preccintthrough of the General Prevention and Public Relief Officehas intensified the control activity of the territory and the Cabinet Office has prepared, with the help of the Crime Prevention Department of Reggio Emilia, multiple services aimed at reducing such deviant phenomena.
Checks on the premises
There were multiple checks carried out on the patrons of the various commercial establishments in the city, as were various identification and prevention activities developed in the well-known drug dealing and bivouac areas of the capital.
The operation activity originates from some interventions by the Volanti at the beginning of the year which caused social alarm: the serious episodes involved the patrons of numerous establishments clouded by the fumes of alcohol and drugs: hence the preparation of a complex direct operation to stem such phenomena of deviance.
Episodes of violence
Specifically, the Volanti intervened at the beginning of the year for a fight in a bar during which part of the furniture of the business was destroyed. On another occasion, outside a nightclub, a fight took place in which one of the involved people actually hit another contender, causing him to fracture his ankle; in another episode, a man threatened his ex-partner with a machete after spending the whole night consuming alcohol in a bar; another case of violence against women was recorded when a man, in the grip of alcohol and jealousy, attacked his sister-in-law.
In all these episodes, the police officers responded promptly and managed to identify the perpetrators and adopt the necessary judicial police measures, including thirteen referrals in a state of freedom and one arrest.
The measures
All the information-investigative elements collected during the prevention and control activity, in addition to those obtained during the interventions of the Police, were qualified as indices of social danger and placed at the foundation of the various prevention measures prepared by the Local Anti-Crime Division and signed by the Police Commissioner: in particular, three DACURs already adopted by the Police Commissioner and notified and two others currently being evaluated; the obligatory road documents amount to four, of which three have already been notified to the recipients.
Five oral warnings were issued, of which only one has not yet been finalised. For the most serious cases, the police headquarters has put forward two proposals for special surveillance, one with an ongoing investigation and one for which the Court has already set a hearing. Finally, the officers adopted a warning against a person who committed gender-based violence, for a total of 17 prevention measures.
The immigration office
Also, the venue Immigration office, evaluating what was found in the interventions, initiated various proceedings aimed at the revocation or refusal of residence permits for foreign citizens responsible for criminal conduct. Specifically, the Office notified a refusal of a residence permit and initiated three procedures aimed at revoking or refusing residence requests. Finally, one of the foreign citizens targeted by the police was found to be illegal on national territory and the police adopted an expulsion order for the latter.
Closure for premises
Finally, the local Administrative and Social Police Division on the basis of what emerged during the checks and interventions, it prepared four license suspension measures pursuant to art. 100 TULPS then signed by the Police Commissioner and notified last Thursday and Friday. The provision states that “oIn addition to the cases indicated by law, the police commissioner may suspend the license of a business, including a neighborhood business, in which riots or serious disorders have occurred, or which is a habitual meeting place for prejudiced or dangerous people or which, in any case, constitutes a danger to the community. public order, for public morality and good customs or for the safety of citizens. If the facts that led to the suspension are repeated, the license may be revoked.”
The activity of the Police Headquarters, which has seen its various branches involved, is part of a broader activity of prevention of crimes and more generally of phenomena of social deviance, among which it is possible to include the so-called bad nightlife.
