Ater, Monacelli new director but a second procedure was needed

After 18 years, the general director of Ater changes. Since yesterday the territorial company for residential construction has a new general manager. The extraordinary commissioner Enrico Dellapietà signed the appointment resolution at the end of a procedure that had a complicated gestation. In the document the commissioner refers to the public notice published on May 29th, without mentioning the one of April 29th. A procedure revoked one step away from completion.

Several candidates had participated in the first call, but only one of the participants was admitted at the end of the verification of the requirements. At that point, however, instead of moving on to the nomination everything had been cancelled. «Following the investigation – we read in the resolution with which the commissioner revoked the public tender procedure – only one candidate was declared eligible», noting «the impossibility of making a decision regarding the selection procedure».

Ater does not say who was the only one admitted. He does not explain whether Monacelli had been identified in that case too but an extended comparison was preferred. Or if instead his predecessor had been selected, i.e. Paolo Ciampi, the manager who had held the role of general manager for the last 18 years.

In fact, the revocation of the notice limited itself to specifying that the principles dictated by the guidelines of the regulations in force had been “disregarded” and this “to guarantee maximum participation”. The fact is that after a new call and a new procedure, Paolo Monacelli, a Fondano engineer and manager of various bodies including the province, was chosen. «Deemed – we read in the document – in light of the professional experiences declared by the various candidates found in the curricula of the individuals considered most suitable, to identify engineer Massimo Monacelli as the suitable individual to hold the position of general manager». The reasons that led to the choice? The appointment “presents the peculiarities, in addition to the requirements found during the interview, essential to the fulfillment of the tasks and the achievement of the primary objectives of the ATER of the Province of Latina”. Dellapietà explains that he was identified “for his cultural training”, without specifying which, and for “the professional specialization gained by holding top positions and roles in various local public bodies, including large ones”.

It will be up to him to follow the “In full sail” project, perhaps the most important in the province among those financed with Pnrr funds, a project that the Ater offices had drawn up under the guidance of Paolo Ciampi.
