Sicily, the council decides on healthcare: from commissioners to managers

PALERMO – The topic is the third point of a very busy work agenda which includes around twenty topics on the table. The Sicilian regional council will define the appointments of health managers this afternoon. It is the passage that marks the start of the second part of the legislature, with a long list of emergencies to face for the Executive which now no longer has any electoral deadline ahead of it.






Meeting at the Palace of Orleans

The Schifani government will meet at 3.30pm at Palazzo d’Orleans. First the model contract for managers and the maintenance of the current positions of administrative director and medical director will be approved, then it will be completed the procedure that led to the appointment of the commissioners last January.

The healthcare node

It is easy to imagine that the appointments of administrative and health directors will be part of the great reshuffle game, first major obstacle that the Schifani government will have to face in this post-European elections. And healthcare is still one of the central issues, with councilor Giovanna Volo leaving as part of a shuffling of cards still to be deciphered.

The other points on the agenda

In addition, many other topics will be discussed: from the implementation planning document Pr Fesr 2024/2027 to the hypothesis of a regional collective agreement for the staff of the non-managerial sector of the Region and regional bodies for the three-year period 2019/2021.

Also on the agenda is the tender from the Italian Agency for Development Cooperation (Aics) for the granting of contributions to initiatives promoted by local authorities and civil society organisations. The regional department of extra-regional affairs is expected to join the partnership. And again: the reconstitution of the Regional Committee for social welfare services and the Council of the Archaeological and Landscape Park of the Valley of the Temples of Agrigento.

Waste and waste-to-energy plants

The appointment of general manager of the regional water and waste department is also expected. In fact, the Region has been looking for an external manager for over a month since the internal request, to which 17 had responded, ended in nothing.

The Water and Waste department will be one of the focal points of the Region in the coming months. The new manager will have the task of starting the machine for the construction of the two waste-to-energy plants wanted by the regional government which has included them in its waste plan. A plan that was updated in April and which now must obtain several opinions before becoming operational.

Meanwhile, the problem relating to extra costs for transferring rubbish abroad is being resolved: the money will come from the maneuver being examined by the Ars.

Other challenges for the government

Waste is one of the challenges awaiting the Schifani government starting from the second half of 2024. The two waste-to-energy plants will be financed with FSC resources: the agreement between the regional government and the national executive was recently signed. The agreement does not provide for blank checks but for the release of financing based on the progress of the works. A bet that is worth 6.8 billion for Sicily.

Furthermore, on its path, the regional council will also find the summer and the inevitable fire emergency, which this year is also added to the water crisis. The Meloni Executive has given the OK to the twenty million euro intervention plan prepared by the regional government. The program prepared by the control room, led by the governor himself Renato Schifani and coordinated by the head of the regional civil protection Except Cocinainvolves the refunctionalization of wells and springs, the purchase and installation of tankers, and the repair of some interconnection networks.
