CORIGLIANO ROSSANO – “The Services Conference for the new route of the Ionian state road 106, initially convened on May 28th, was postponed to June 13th at the request of the Calabria Region on May 27th, i.e. one day before the meeting. The formal postponement communication reached the bodies on the same morning as the meeting, when the mayors were practically already on their way”. This is stated in a note the municipal administration of Corigliano-Rossano.

“Following this rather clear precedent – ​​it is added – the postponement request proposed by the Municipality to allow the completion of the counting operations and the validation of those elected, or to allow the institutions to participate fully in their functions and in compliance with the democratic process, should have been accepted ‘de plano’, taking into account that the Services Conference can be held within 90 days of the convocation, i.e. by 10 July. The fact that Anas, in an arbitrary manner, did not intend to postpone the date of the meeting, taking into account its importance and the sensitivity of the topic, represents a institutionally unspeakable behavior and does not exclude the desire to deprive the democratic institutions that represent the interests of the community. This was the premise of the opinion that yesterday, 13 June, the Municipality of Corigliano-Rossano – continues the note – sent to Anas in response to the meeting of the Services Conference for the new state road 106, in light of the failure to defer the itself despite the fact that the counting of votes and the allocation of seats is still underway”.

The critical issues on the new route of state road 106

“Given this circumstance – it is further said in the press release – the Municipality of Corigliano-Rossano, in line with what was declared in recent weeks and in light of new elements of a technical nature, following an overall analysis of the critical issues of the route, has bound your opinion a five prescriptions.

The first, the most important one, concerns the viaduct crossing the Corigliano airport, an improvement work obtained by the mayor in the discussion phase in recent months with respect to the embankment crossing previously proposed by Anas. This work had been described as the best possible since, according to Anas, it would have been impossible, for hydrogeological reasons, build a tunnel also for the Corigliano airport. However, in line with what was already written during the Environmental Impact Assessment phase a few weeks ago, the Municipality announced that it had carried out an overall specialist study of the territory aimed at re-delimiting the risk areas, approved by the Council on 29 January last on the of the same executive of 27 February 2023. This redefinition would guarantee not only the feasibility, but also the cost-effectiveness of a tunnel crossing and in any case with less impactful hypotheses. In light of this study, therefore, it is possible to overcome the viaduct hypothesis.

Another prescription concerns the incompatibility of the current route with the modernization project of the provincial road 195 ‘Insiti’, already approved by the Municipality of Municipality in 2023, highlighted several times and never considered. An incompatibility that cannot be overcome without a modification of the project, taking into account that the works for the construction of the new ‘Insiti’ viaduct have already begun. Furthermore, the Municipality intended to clarify the need to review the expropriation plan, which is approximate and disrespectful of the value of the urbanized areas and above all of the areas of agricultural value which represent a large part of the local GDP. The Municipality then underlined the need to define, through a technical-economic feasibility study, also the complementary works obtained by the Municipality, i.e. the vehicle and pedestrian crossings of Cino, Nubrica and Gammicella as well as the roundabouts of Boscarello, Fabrizio and Toscano Ioele.

Last but not least, the municipal body requested to define the overall cost of the work including complementary works. In fact, doubts have emerged from many quarters regarding the estimated costs of the same, not least from the Superior Council of Public Works. The need to quantify the actual costs in advance serves two objectives: the impact of the work is related to its overall benefits. Its possible partial construction (one lot out of two) is not acceptable for the city and therefore it is necessary that the financial coverage concerns both lots. Defining the real cost of this route represents the only way to effectively compare it with the costs of what remains the territory’s preferred solution, i.e. the so-called Megalotto 8.

In case of failure to comply with the requirements, the Municipality has specified that the opinion is to be considered unfavorable. Obviously, since this is a priority work for the territory, the Municipality has reiterated its total willingness to jointly address every critical issue to achieve the objective of building the new state road 106 in the shortest possible time, but respecting and protecting the interests and development of the city of Corigliano-Rossano, as already done in the past. The Municipality underlined that this discussion could have taken place before the expression of an opinion in the Services Conference, if the proposed deferral request had been accepted. In continuity with what has already happened in previous years, therefore, the Municipality of Corigliano-Rossano presents itself as an authoritative interlocutor towards all other bodies, without preclusions of any kind but holding firmly to the principle that major works, which are absolutely necessary, must be coordinated with the territory, and therefore with those who represent it, in order to obtain the best possible work for the city in the shortest possible time. Finally, it should be noted that the Region gave a positive opinion without finding any critical issues”.
