The out-of-control cost of the 110% Superbonus has changed perceptions of the tool’s usefulness. In 2021, the expenditure of over 38 million to modernize the Marilleva residence, in the municipality of Mezzana in the province of Trento, was presented as a productive investment in the redevelopment and energy efficiency of the accommodation facilities built between the seventies and eighties of the last century , a means of fueling tourism throughout the year. After almost three years of the project we are talking again because it is listed among the renovations that benefited from that part of the building concession designed during the Conte government and ended up within the National Recovery and Resilience Plan. Precisely in 2021, the Draghi government chose to cover part of the costs of the relief with the Pnrr for a total of approximately 13 billion. At the time the overall figure for the 110% was still hypothesized to be around 33 billion, far from the figure of over 122 billion that the relief reached, before the tightening imposed by the Minister of Economy, Giancarlo Giorgetti, to contain the cost for public coffers. Furthermore, when it was decided to include the bonus in the Pnrr, there had not yet been talk of scams (mainly linked to the 110% cousin, the 90% facade bonus), nor had the debate on the implications for public finances yet started. Only with the discussions of the budget, once the requests for extension of the benefit had been shared, the Minister of Economy, Daniele Franco, said clearly that as designed, both in terms of the mechanisms and the amount, the bonus in the long run it was unsustainable, as became clear when it caused the deficit to soar to 7.4% in 2023.

In the census of sworn statements released by the Ministry of the Environment (a long document of 1,200 pages), the Mezzana structure is cataloged under condominiums, which overall received around 7.2 billion, while 6.5 billion were allocated to single-family units billion.

The one in Trentino is a very respectable condominium: 474 apartments of 42 square meters of average surface area that make up a single complex. News from 2021 reported that the construction site would employ 14 companies, 80 workers, 8 engineers, 1 architect and 4 cranes. In a small way, a case of the contradictions of the Superbonus measure, capable of immediately generating GDP and jobs, as well as creating value for the renovated properties, especially if they are accommodation facilities to which it also brings turnover, but whose weight has then weighed on the public coffers with a multiplier effect of around 0.86%, meaning that for every 100 euros spent, 86 returned.

A similar argument could apply to the owner of the villa in Guidonia Montecelio, a municipality on the outskirts of Rome, who benefited from almost 427 thousand euros for energy requalification and renovation. In reality the works could be part of the more general redevelopment of the Inviolata Park area. The checks on the project’s single code on government websites refer precisely to the borders of that quadrant of the municipal territory. The map points inside the park, between the Autostrada del Sole and the town. It is an area in open countryside, although full of buildings. In fact, among the fields and some lakes there are some farmhouses that need to be renovated.
