Giuseppe Costanzo, Provincial Secretary of FIALS, addresses the Basilicata Region regarding the important issue the reduction of waiting lists and the tax relief of additional services.

He writes in a statement:

“Law Decree No. 73, adopted on 7 June 2024 and published in the Official Journal No. 132 of the same day, introduces urgent measures to reduce the waiting lists for healthcare services.

In particular, Article 7 introduces a substitute tax on the additional services of healthcare personnel, including nurses, radiology technicians and medical management.

The compensation for these services, as defined by the national collective labor agreement of the Healthcare Area for the three-year period 2019-2021, is now subject to a 15% substitute tax.

This rate also applies to compensation for additional services of Healthcare Sector personnel, redetermined according to Law No. 213 of 30 December 2023.

This measure, introduced urgently, aims to lighten the tax burden and incentivize additional work.

The substitute tax is applied by the withholding agent from 8 June 2024.

In practice, all payments of compensation that will take place starting from the end of June, i.e. those accrued not only in the same month, but also in the previous months, will have to take place with the new taxation”.

Giuseppe Costanzo asks that the Basilicata Region ascertains whether at the healthcare companies of the Province of Potenza the compensation for additional services, starting from the aforementioned date, is actually subject to the 15% rate.

Explains Costanzo, General Secretary of FIALS:

“These resources, until now taxed according to income brackets, with an average rate of 27-30%, will now be subject to a preferential tax rate of 15%.

The aim is to encourage already exhausted staff to work overtime.

With the new decree, approved on 7 June and applicable from the following day, the Council of Ministers wanted to lighten the tax burden, offering a further incentive.

It is a measure characterized by necessity and urgency.

That’s why we asked to the Health Department of the Basilicata Region to quickly verify the effects of the application of the decree law in healthcare companies, with the aim of reducing waiting lists”.

Costanzo insists on need for timely and thorough monitoring to ensure that new tax measures are correctly implemented and can thus provide the promised relief both to healthcare workers, including nurses, radiology technicians and medical management, and to citizens waiting for services.

“This tax reduction represents a significant turning point to incentivize healthcare personnel to offer additional services, substantially contributing to the reduction of waiting lists,” concluded Costanzo.
